POSITION TYPE: Open Competitive DEPARTMENT: Finance HOURS: Full-time PREFERRED HIRING RANGE: $70,518-$88,148 FULL SALARY RANGE: $70,518-$110,185 (108 Grade) LOCATION: Western Service Center, Apple Valley UNION: None CLOSE DATE: 4:30 pm on September 29, 2025 Senior Financial Analyst performs complex accounting and budget activities including cost accounting, maintenance of records, internal and external reporting, related to the development and delivery of projects within the Dakota County Capital Improvement Program by closely supporting project managers with financial elements of projects providing guidance and assistance for financial tracking, budgeting and other financial aspects of project management. This position serves as a fiscal liaison between Finance and the Physical Development Departments and assists in the implementation and development of programs to improve existing systems and policies. Performs complex accounting and budgeting activities, involving high level decision making, under very minimal supervision. Prepares financial information for both internal and external entities. This position reports to the Capital/Projects Manager while working closely with Finance and the Physical Development departments.

Minimum Qualifications

* Bachelor's Degree in Accounting, Business, Finance, or in a closely related field, AND * Two years' experience working in private or public/governmental accounting or finance work. OR * An equivalent combination of education and experience, as noted above, to equal or exceed 6 years. Duties & Responsibilities

- Review and analyze current and proposed departmental budgets.
- Prepare departmental budget and status reports including creating worksheets and graphs, for Divisional purposes.
- Develop various financial statements and reports as needed for internal management and external reporting purposes.
- Enter and maintain information into Financial Systems and other databases.
- Claim State, Federal, and local funding reimbursement
- Assist in the budget process through coordination with departments and implementation of budget assumptions and themes.
- Assist Project Managers through the tracking and management of budgets, including generating Budget to Actual reports and budget adjustments
- Assist with the development and administration of project budgets in cooperation with the Department Directors and other funding partners.
- Assist in the preparation and review of financial documents and presentation materials for the County Board, Regional Railroad Authority, and other governmental units.
- Calculate Fund Balances and future projections for all PD Departments.
- Provide technical assistance in areas of expertise.
- Develops and maintains contacts throughout County government and external agencies to carry out the responsibilities of the position efficiently and effectively.
- Project costs and revenues for assigned funds or accounts.

WORK ENVIRONMENT: The work is primarily stationary, although there is some movement and transporting lightweight items such as briefcases, notebooks, and work papers. The work is typically performed in an adequately lighted and climate-controlled office. Occasional travel may be required. SELECTION PROCESS: The examination/selection process for this classification will consist of a rating of your training and experience from the application materials submitted.
