Manhattan Strategy Group (MSG), a leading management consulting firm, is seeking a strategic and experienced HMRF TA Specialist for an upcoming opportunity with the Healthy Marriage and Responsible Fatherhood (HMRF) program support contract.
The HMRF TA Specialist plays a critical role on the Office of Family Assistance (OFA) Family and Economic Stability Demonstration and Innovation Division (FED Innovation) Program Support Project. The TA Specialist supports the delivery of individualized and group-based training and technical assistance (TTA) to Healthy Marriage and Responsible Fatherhood (HMRF) grantees.
This position contributes to the execution of TTA plans, engages directly with grantees and federal staff, and supports the development of high-quality resources and responsive support aligned with OFA priorities. This role requires expertise in HMRF service delivery, program operations, TTA development and delivery, and stakeholder collaboration.
The position is remote with some travel required.
Key Responsibilities:
- Provide individualized and group-based TTA through development of webinars, products, presentations, and coaching. Ensure clarity, responsiveness to community needs, and alignment with OFA guidance.
- Provide subject matter expertise in core areas of HMRF programming, including outreach, recruitment, staffing, and service delivery.
- Track, review, and manage project deliverables related to HMRF grantee support, ensuring timely completion and high quality across tasks and formats.
- Facilitate and support virtual and in-person TTA activities, including webinars, peer exchanges, and site visits.
- Collaborate with internal teams and consultants to share promising practices and address common grantee challenges.
- Develop documents, including TTA plans and syntheses of TTA activities, including meeting summaries and performance tracking.
- Incorporate person-centered practices, continuous quality improvement, and evidence based approaches into all TTA efforts.
Requirements:
- Incorporate person-centered practices, continuous quality improvement, and evidence based approaches into all TTA efforts.
- Demonstrated experience delivering HMRF services (e.g., curriculum-based workshops), supporting HMRF program implementation, and/or support HMRF-related TTA activities (e.g., training, coaching, group-based TTA engagements)
- Minimum of five (5) years of experience supporting HMRF, OFA, or similar federally-funded programs.
- Strong communication skills and ability to work collaboratively across teams.
- Innovative thinker willing to lead new opportunities, implement new solutions, and take initiative.
- Strong ability to manage timelines, coordinate across teams, and ensure accountability on project deliverables.
- Demonstrated ability to develop written materials such as TTA plans, TTA summaries, and/or TTA products (i.e., tip sheets, research briefs, etc.).
- Experience working with low-resource populations and community-based organizations serving a variety of populations.
- Expertise in the following areas related to grant management and implementation:
- Marketing and outreach of programming
- Fostering partnerships
- Recruiting and retaining program participants
- Staffing, including hiring and management structure
- Managing and using program data for improvement
- Training and facilitation o Developing TA products and tools
- Knowledge of Tribal populations and the TANF program is a plus.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), collaboration tools (e.g., Microsoft Teams), and project tracking systems (e.g., Monday.com).
- Ability to work independently in a fast-paced, deadline-driven environment.
- Bachelor's degree required; Master's degree preferred.
- Availability to travel for grantee meetings, site visits, and conferences.
