Tessera is seeking a technically skilled, collaborative, and mission-driven Civil Engineer to support the Base Maintenance Contract (BMC) at USAFA. This role is responsible for planning, evaluating, and managing civil infrastructure projects across the installation, including pavements, utility systems, stormwater, and structural assets. The Civil Engineer serves as a liaison between the Engineering Branch and shop craftsmen, ensuring that designs are practical, priorities are aligned, and projects are executed with precision and compliance. Typical duties include but are not limited to:
- Leading infrastructure assessments and producing quarterly reports on roads, buildings, drainage, and utilities
- Building strong relationships with shop craftsmen and serving as a liaison between engineering and maintenance teams
- Planning and managing construction and renovation projects in compliance with USAF and federal standards
- Supporting design reviews and providing technical feedback to the Engineering Design Branch
- Developing scopes, budgets, and schedules for civil engineering projects, including small-scale in-house designs
- Designing and analyzing piping systems for water, wastewater, and stormwater using engineering software
- Interpreting technical data such as surveys, maps, and traffic studies to guide project decisions
- Leading asset inventory and condition assessments, including SMS and reliability processes like RCA and PM optimization
- Communicating clearly and ethically with leadership on project status, risks, and priorities
- Delivering high-quality results that support mission readiness and exceed expectations
Qualifications:
- BA/BS in Civil Engineering or Structural Engineering (BSCE/BSSE) from an ABET accredited university program required.
- Minimum 4 years in civil engineering design, cost estimating, project management, and facilities maintenance.
- Proficiency in AutoCAD, Civil 3D, GIS, Bluebeam, and project management software (e.g., MS Project)
- Familiarity with CMMS platforms such as Maximo for asset tracking and work order integration
- Have in-depth experience in civil or structural engineering design, cost estimating, project management, and facilities maintenance.
- Experience in code compliance reviews, sustainable design, water distribution, wastewater collection and treatment, open stormwater drainage, pavements design/maintenance, roofing, and structural analysis is preferred.
- Excellent written and verbal communication skills for reporting to senior leadership.
- Proven ability to build relationships with shop craftsmen and serve as liaison with engineering teams.
