Community Service Representative

The Mayor's Office for People with Disabilities

Number of Positions: 1

(additional vacancies possible pending budget approval)

Starting Salary: $66,612

New hires are paid the starting rate. Current employees' pay is determined by their job title and years of service

This position is open to the public and all current City employees covered under the City's collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNITS 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

The Mayor's Office for People with Disabilities (MOPD) announces a new position within our Substance Use Prevention Program for the Deaf and Hard of Hearing. This role will provide outreach and training throughout the State of Illinois to Deaf and Hard of Hearing youth in grades 6-12 on Substance Use Prevention strategies. Responsibilities include developing presentations, creating reports and tracking data, and representing MOPD at community outreach events.

ESSENTIAL DUTIES

  • Develops training materials and facilitates presentations on Substance Use Prevention strategies for the Deaf and hard of hearing youth in grades 6-12 through the State of Illinois.

  • Proactively conducts outreach to Deaf and hard of hearing programs in Illinois, to identify opportunities to present on Substance Use prevention strategies.

  • Prepares handouts to use in training and outreach and to share with the Deaf and hard of hearing community/disability community.

  • Maintains records and prepares reports of community outreach and training/presentation activities.

  • Conducts research on topics related to Substance Use Prevention for the Deaf and hard of hearing population as well as other disability related topics.

  • Promotes MOPD programs and services on social media and newsletter communications.

  • Attend community meetings, resource fairs, expos, and events to inform residents of MOPD services, discuss community concerns, and receive requests for City services and programs identified as a need by the disability community.

  • Assists in coordinating MOPD community meetings and events.

  • Plan, prepare and deliver lessons in ASL (beginner to advanced levels).

  • Promote awareness of Deaf culture, accessibility, and language equity.

Hours: Monday- Friday, 8:30 am to 4:30 pm

Qualifications

Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor's degree plus two (2) years of community or social services experience; or an equivalent combination of education and experience Licensure, OR

  • At least 6 years of experience in community or social service work OR

  • An Associate's Degree from an accredited college, PLUS at least 4 years of experience in community or social service work OR

  • A Master's degree or Doctorate from an accredited college or university, PLUS at least 1 year of experience in community or social service work

Certification, or Other Qualifications

* A valid State of Illinois driver's license is required

Selection Criteria

This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the interview process will be selected.

Preferences (but not required):

  • Fluent in American Sign Language (ASL).

  • 2 years professional or lived experience with people with disabilities including Deaf and Hard of Hearing; curriculum development, education, training, and program evaluation; working with youth.

  • Proficient in Microsoft Office Suite.

  • knowledge of The American with Disabilities Act and related legislation.
