Description

SRC is seeking a Lead Principal Engineer to serve as the senior contractor-side technical authority for the U.S. Space Command (USSPACECOM) transition from temporary GSA facilities to the permanent MILCON headquarters. This position leads all contractor technical teams and ensures total coordination between SRC, subcontractors, and the government engineering and program management staff.

The Lead Principal Engineer will plan, direct, and oversee all contractor technical activities spanning network, cybersecurity, audiovisual (AV/VTC), facility infrastructure, IT/IS, C-SCRM, and logistics functional areas. Acting as the primary technical interface to government stakeholders, this role ensures that all design, installation, and integration work performed by contractors is aligned with government objectives, configuration baselines, and mission assurance requirements.

Responsibilities:
    Serve as lead technical authority for all contractor efforts supporting USSPACECOM's GSA transition and MILCON facility build-out.
  • Manage and synchronize all contractor engineering personnel, Functional Area Managers (FAMs), and subcontractors across IT, network, cyber, AV, and infrastructure domains.
  • Serve as the single technical interface between contractor teams and the government program manager, lead engineer, and technical staff - ensuring timely communication of progress, risks, and decisions.
  • Oversee development and delivery of contractor technical documentation, including Installation Design Plans (IDPs), System Operational Verification Tests (SOVTs), Bill of Materials (BOMs), Independent Government Cost Estimates (IGCEs), and Configuration Control Board (CCB) artifacts.
  • Lead contractor participation in design reviews, technical interchange meetings, and readiness boards, providing consolidated input to government leads.
  • Ensure contractor compliance with all DoD and USSPACECOM standards, including RMF, C-SCRM, and enclave-specific Approved Product Lists (APL, EPL, ITECH).
  • Coordinate with government construction agents (AFCEC, USACE) to verify integration of IT and mission system requirements into MILCON design and commissioning activities.
  • Chair or support contractor risk and configuration management boards; track and report risk posture, schedule impacts, and mitigation strategies to the government.
  • Develop transition-to-operations and sustainment plans for all contractor-delivered systems, ensuring documentation and readiness are presented for government acceptance.
  • Provide technical and programmatic briefings to USSPACECOM J6C, J4X, and NIWC Pacific leadership, consolidating contractor activities into clear, mission-aligned updates.
  • Mentor and direct contractor technical staff, ensuring all work aligns with the integrated master schedule (IMS), cost constraints, and government priorities.
  • Oversee contractor participation in security assessments, accreditation testing, and facility readiness inspections.
  • Maintain situational awareness across all contracting lines of effort to ensure integrated, synchronized technical execution in support of government mission timelines.

Requirements

  • Master's degree in engineering such as: Systems Engineering, Computer Science, or related technical field.
  • 15+ years of progressive experience in engineering leadership for DoD or Intelligence programs, including at least 5 years supporting MILCON, SCIF, or large-scale IT integration projects.
  • Proven ability to lead contractor engineering teams and coordinate all technical communication with government counterparts.
  • Deep understanding of DoD acquisition processes, RMF, and C-SCRM compliance.
  • Demonstrated experience preparing technical deliverables (IDPs, BOMs, SOVTs, IGCEs) and managing configuration baselines under government oversight.
  • Active Top Secret / SCI clearance.
  • Senior-level certification aligned to DoD 8140 (e.g., CISSP-ISSEP/ISSAP, CCNP Enterprise or Data Center, CCIE, GIAC GSE/GCIH, CISA, or equivalent).


Desired Skills

  • Experience managing large, multi-vendor contractor teams in coordination with government PMOs.
  • Expertise integrating IT, cyber, AV, and facility infrastructure systems in secure environments.
  • Familiarity with AFCEC/USACE MILCON processes, commissioning procedures, and facility acceptance testing.
  • Excellent communication and presentation skills for government-facing technical briefings.
  • Proficiency with engineering tools such as AutoCAD, Visio, and Atlassian/JIRA for task and workflow management.
