Overview

Beyond New Horizons, LLC (BNH) has an exciting opportunity for a Downtime Controller, supporting TOS II, at Arnold AFB Tennessee. The selected candidate will be working as a member of an integrated team responsible for [e.g. operating and maintaining or supporting] the United States Air Force Test Operations and Sustainment efforts.

Job Summary

The successful candidate will function as a Downtime Controller in Operations and Maintenance (O&M) of the facilities within the Flight Branch. This candidate will ensure work within the respective area's downtimes are executed properly, safely, efficiently, and effectively which include, but not necessary limited to: developing and coordinating the plan for executing all work during one or more downtimes within the assigned facilities (including minor PM's, major PM's, corrective maintenance, major maintenance projects, investment projects, outside projects, etc.), sustainment and improvement of the job plan library and leading Work Planners in the consistent application of the prescribed job plan templates to populate this library. Support the use of common work processes and procedures within assigned function across the TOS II contract.

Job Duties:

    Development and coordination of downtimes across the Aerodynamics plant and test cell areas
    • Act as single point-of-contact to the client, TOS Contractor Personnel (managers, engineering, and mission support (e.g., power control, model shop, crane)), and other AEDC Contractor Personnel for the selection of work that will be executed during a prescribed multi-week downtime period or outage period [including outages in Computerized Maintenance Management System (CMMS)].
    • Coordination with Group Managers, Test, Operations, and Sustainment (TOS) Project Managers (major maintenance, investment), Air Force (AF) Project Managers, and Outside-Contractor Project Managers on details related to timing and specific tasks that need to be planned and scheduled during a specific downtime period or outage period (including outages in CMMS).
    • Perform review of and confirm the selection of work that should be accomplished during a specific downtime period (current year or future year), including integration and deconfliction of detailed job plans using scheduling software (e.g., P6, Microsoft Project).
    • Identification of work that would benefit from being planned and scheduled during a future downtime period: minor PM's, major PM's, corrective maintenance, major maintenance projects, minor modifications, investment projects, outside projects (including FARM projects), etc.
    • Route specific work that should be planned by a Work Planner and assist as needed for a future downtime period.
  • Work with Project Controls to provide status of downtime periods that have been planned for future dates and being executed to the client along with TOS execution and functional organization management
  • Sustainment of the job plan library and asset-related Bills of Material for the plant and test cell areas
  • Identification of job plans that should be archived within the respective area of the AEDC job plan library
  • Proactively work with Work Planners (inside and outside respective areas) on identifying and reviewing job plans that could be the starting point for development of future job plans
  • Work with Asset Health Assurance Group on assignment of needed job plans to respective Work Planners for those associated with the RCM implementation effort
  • Work with the Asset Health Assurance Group and respective system engineers on the identification of necessary material for the Bills of Material (BOMs) for specific assets in the respective areas
  • Support the development of O&M Downtime Integration, Work Management, and Execution processes and procedures across respective Mission Execution or Mission Support Area and across AEDC
  • This position may also be asked to build weekly and/or daily schedules or create job packages for various crew(s), and/or provide simple or complex estimates, create workload forecasts for identifying current & future workload and resource requirements, coordinate with personnel across the site to ensure any collaborative jobs are effectively executed, and evaluate job requirements to determine materials, processes, and coordination necessary to safely execute work
  • It is a condition of employment to wear PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy
  • Perform other duties as required

  • Complete all mandated training requirements by government and management directives

Basic Qualifications:

  • Applicable Technical degree/diploma/craft certificate, or associate's degree in a technical discipline and 11 years of progressive and relevant experience or any equivalent combination of applicable education and progressive and relevant experience totaling 13 years
  • Valid state driver's license with an acceptable driving record
  • Ability to successfully pass any background checks and/or drug testing required on the contract
  • Must meet and maintain security requirements including clearance eligibility
  • Current U S Citizenship required

Preferred Qualifications

  • Applicable Technical Craft Degree/Diploma/Certificate, or associate's degree in technical discipline and 14 years of progressive and relevant experience or any equivalent combination of applicable education and progressive and relevant experience totaling 16 years
  • Demonstrated leadership capability, including two years of experience as a Work Planner, Construction Manager, Craft Superintendent/Supervisor, and/or related coordination, planning, scheduling, integration, or leadership experience
  • Knowledge of multiple AEDC facilities across test cells, plants, utilities, etc., including the ability to understand AEDC's limited resources and overall priorities
  • Knowledge of multiple craft skills and specialized skills
  • Demonstrated knowledge of CMMS, especially regarding the Work Order system, Crew Scheduling functions, Ordering Materials, Inputting permits, and Bills of Material
  • Demonstrated proficiency with PC systems and office software applications, including Email, Microsoft Word, Microsoft Excel, MS Project, Primavera, etc.
  • Able to work self-directed with limited daily oversight in performance of Downtime Controller duties, including working towards specific objectives as requested
  • Demonstrated commitment to safety, teamwork, motivation, and organization
  • Ability to lead implementation of maintenance and reliability best practices across the Mission Area, especially as it relates to Work Management
  • Knowledge of AEDC industrial work processes, facilities, and equipment across test cells, plants, utilities, etc.
  • Ability to organize work, considering priorities, facility impacts, personnel resources, and other resources
  • Ability to communicate clearly and effectively with craft personnel, craft supervisors/superintendents, schedulers, engineers, project managers, management, and other personnel in the workplace
  • Ability to learn PC systems, office software applications, and CMMS
  • Knowledge of craft specific skill sets, and jurisdiction guidelines as required to perform different work tasks, including any specific skills related to work being planned, scheduled, or executed
