Position Overview

The Protective Force Manager (PFM) is responsible for overall contract management and the primary point of contact for the client and all Armed Protective Security Officers. The PFM will ensure proper staffing levels, monitor overtime, and ensure general contract compliance. The PFM is responsible for conducting and documenting required Protective Force training and ensuring qualification records are maintained in accordance with DOE and NRC record management requirements.

Key Responsibilities

* Supervising all individuals on the contract including but not limited to Armed Protective Security Officers and Supervisors, and staff.

* Ensuring employees perform all duties and requirements of the contract to include: quality of services and supplies; timeliness of all deliverables; cost and quality control; compliance with all government, state, local, contractual and SOW requirements.

* Conducting prompt and thorough internal investigations of all reported issues and allegations.

* Ensuring expenditure and maintenance of all equipment, supplies and property are tracked and accounted for, and otherwise safeguarded as required.

* Managing and maintaining all required training and certifications.

* Evaluating and directing all aspects of the contract for effectiveness and compliance with standards, policies, directives, and laws.

* Serving as the primary PSI point of contact for the government Contracting Officer representative. Regularly meeting with and maintaining open and ongoing dialogue with the contract representatives to resolve issues/concerns and maintain strong customer satisfaction levels.

* Serves as a corporate liaison, escalating contract issues and/or concerns to headquarters.

* Submits monthly safety, quality assurance, and self-assessment reports.

* Ensure SPOs are appropriately trained, qualified, and fit for duty.

* Manage, document, and records management of the FSV PF Training and Qualification Program in accordance with NRC requirements.

* Manage and maintain the PF training and certifications in accordance with NRC requirements.

* Development and management of the Annual Training Plan IAW DOE and NRC requirements.

* Manage, document, and records management of the FSV PF medical, psychology, and physical fitness requirements.

* Develop, write, review, and update existing PF Training, Qualification, and Medical/Fitness for Duty procedures and implement internal procedures and techniques that result in more effective, efficient, and safe training and operations.

* Performance of other duties as assigned.

Required Qualifications

* Must possess 5 years of documented management roles with leadership of 15 or more employees in armed security, law enforcement or military service.

* Must have an active DOE 'L' security clearance, a DoD secret or higher. Equivalent clearances issued by other Federal Agencies at the equivalent or higher level will be considered if they can be reciprocated by the DOE.

* Significant experience developing, managing and overseeing 24x7 guard force operations to include management of fixed master schedules, staffing full and part time employees to meet planned and unplanned absences, minimizing overtime and change management when making material changes to prior schedule.

* Knowledge of NRC License Requirements

* Ability to read, write, and effectively communicate in English for daily operations, training, and qualifications.

* Capable of understanding, following, and enforcing site and federal directives, policies, and procedures.

* Working knowledge and ability to operate Microsoft Office products - (e.g. Outlook, Word, Excel) and Deltek/Costpoint time keeping system.

* Willingness to work non-standard schedules if/when necessary.

* Must be a citizen of the United States.

* Must be drug free and be able to pass initial and random drug screenings.

Preferred Requirements

* Experience managing security guard contracts with DOE/NRC or experience managing a protective force

* Experience in managing members of a union collective bargaining agreement

Classification

This is a full-time, exempt position under the Fair Labor Standards Act (FLSA).
