Job Summary |
The UT Dallas Office of Institutional Compliance is currently hiring for an Equal Opportunity Specialist/Investigator to join our team. Reporting to the Equal Opportunity Manager for Investigations, the Equal Opportunity Specialist/Investigator will provide institutional compliance assistance, support, investigation, training, and outreach. This position will serve as a Deputy Title IX Coordinator.
Position Information
FLSA Status: Exempt- Salary Grade: 13
- Anticipated Salary Range: $66,500 to $78,000 depending on experience. Note: salary offers higher than $73,500 will require relevant investigation experience.
- Successful candidates must meet the minimum requirements for education, experience, knowledge, skills, and abilities for the position.
Minimum Education and Experience Requirements: Bachelor's degree from an accredited institution and three years of experience in equal opportunity (e.g., Title VI, Title
VII, Title IX,
ADA), human resources, regulatory compliance or related field, or any equivalent combination of education and experience.
Minimum Competencies (required knowledge, skills, and abilities):
Analytical and Problem-Solving: Ability to analyze complex data and information, identify patterns and trends, make data-driven decisions, and develop appropriate solutions. Communication and Interpersonal: Ability to communicate effectively and considerately with a wide range of stakeholders, including students, faculty, staff, administrators, third parties, and external agencies; and foster collegiality, build partnerships, and work collaboratively with others to meet shared objectives. Organization and Planning: Ability to manage multiple projects concurrently, prioritize, plan, and schedule tasks effectively, ask for assistance when needed, follow procedures, ensure accuracy in documentation and data, correct own errors, and produce consistent and timely professional work. Position Specific: Proficiency with interpreting, applying, and monitoring federal and state regulations and organizational policies; proficiency with writing, summarizing, and analyzing complex information in an understandable and accurate manner; proficiency with Microsoft Office Suite or related software; ability to organize workflow and coordinate activities; ability to work independently and as part of a team; and willingness to receive feedback and adapt in the pursuit of professional growth. Preferred Qualifications:
- Master's degree or JD from an accredited institution.
- Demonstrated understanding of equal opportunity laws and regulations (e.g., Title VI, Title VII, Title IX, ADA, etc.,).
- Demonstrated ability to develop and implement educational and training programs with effective presentation and facilitation skills and ability to adapt those skills to a variety of audiences.
- Demonstrated experience conducting investigations in an equal opportunity and/or sexual misconduct arena, preferably working in an institution of higher education.
- Proficiency with or the ability to quickly learn the department's case management systems (i.e., Maxient and Case IQ).
- Equal Opportunity and/or Title IX Investigator certification or completion of sexual harassment prevention and response training from a nationally recognized organization.

Essential Duties and Responsibilities |
The Equal Opportunity Specialist/Investigator will investigate complaints under the University's Nondiscrimination Policy (UTDBP3090), Sexual Misconduct Policy (UTDBP3102), and Reporting Suspected Unlawful Activity and Protection from Retaliation Policy (UTDBP3105); provide educational programming and outreach to the campus community; and monitor compliance activities. This position will serve as a Deputy Title IX Coordinator.
Duties and Responsibilities:
Investigation and Complaint Resolution
- Conduct thorough, timely, and impartial Equal Opportunity (protected class discrimination and harassment), Title IX (sexual misconduct - including sexual harassment, sexual assault, domestic violence, dating violence, and stalking), and Retaliation investigations in compliance with applicable university policies, departmental protocols, industry best practices, and federal and state laws. May investigate other types of compliance matters as assigned.
- Prepare investigation plans; determine validity of complaints and pursue formal or informal resolution or dismissal if appropriate; identify, communicate, schedule, and interview parties and witnesses; request, review, and assess relevant documentation and evidence; prepare and document interview summaries and share with parties for review and comment; keep accurate and thorough records and notes of investigatory process; compose well-written, comprehensive investigation reports in a timely manner that accurately synthesize and analyze all relevant allegations and evidence obtained and the reasoning used to reach determinations regarding responsibility; prepare relevant evidence for inclusion; share the report and evidence with parties for review and comment; assess any comments received, obtain additional evidence as needed, finalize report, and send to applicable decision-maker. Present investigative summaries to hearing panels and/or Appropriate Administrative Officers in accordance with university policies and procedures.
- Manage multiple, complex cases; meet various deadlines; maintain neutrality; demonstrate effective communication skills throughout the investigation process; exercise sound judgment and decision-making; and manage private and confidential information with discretion and sensitivity.
- Provide ongoing updates to parties, departmental leadership, applicable stakeholders, and other administrators as necessary and appropriate.
- Establish and maintain electronic case files; and ensure cases are entered appropriately and consistently.
- Conduct intake of reports and complaints including, but not limited to, complaint procedures and resolution options, supportive and/or interim measures, resource referrals, and appropriate documentation as assigned.
- Continue to develop subject matter expertise and integrate best practices in civil rights investigation into daily work and professional knowledge base.
Educational Programming, Prevention Training, and Outreach Activities
- Research laws, legislation, regulations, and case law and evaluate impact on departmental rules, policies, and practices; recommend alternatives, corrections, or remedial actions necessary to maintain an effective and compliant Equal Opportunity and Title IX program.
- Design, coordinate, and/or deliver targeted training programs that raise awareness of rights, responsibilities, and resources related to discrimination, harassment, sexual misconduct, retaliation, and applicable university policies to the campus community, including students, faculty, and staff.
- Collaborate with leadership and other departmental staff to develop and implement outreach strategies to enhance visibility and understanding of Equal Opportunity and Title IX resources, reporting channels, and support services among students, faculty, and staff. Partner with other departments and student groups to promote engagement with Institutional Compliance.
- Conduct research and assist with program development as part of the university's institutional compliance program, including assessment and review of campus programs within Equal Opportunity and Title IX, Compliance Support (e.g., high risk areas), and Youth Protection Programs (i.e., minors on campus).
- Maintain current expertise in the field, including emerging regulatory obligations and trends through meaningful and continuing engagement as well as professional development on best practices, leadership, program development and assessment, and institutional risk and compliance management.

Work Schedule Regular working hours are 8:00 a.m. to 5:00 p.m. Monday through Friday.
