The Procurement and Materials Management Supervisor for Radiology provides leadership and oversight of all supply chain, inventory, contracting, and capital equipment functions within the department. This role ensures the efficient, cost-effective, and compliant acquisition, distribution, and management of supplies, leased resources, and equipment to support Radiology's operational and clinical goals. The position integrates both day-to-day materials management operations and higher-level procurement, contracting, and budget responsibilities.

The incumbent is responsible for the day-to-day operations and management of materials management processes, ensuring compliance with policies, procedures, and external regulations. The Supervisor provides technical knowledge and coordinates the materials management system for the organization. This role is accountable for directing, planning, and monitoring the procurement, processing, and distribution of materials, capital, and non-capital equipment, and service contracts across various departments. As a working supervisor, the incumbent may also assist in hands-on activities related to inventory management, procurement, and logistics.

Work is performed with full independence and decision-making responsibility under the general consultative direction of the Director of Business Operations. The incumbent has full responsibility for the procurement and materials management processes and fiscal management of 27 cost centers. Only general management direction is provided on any minor/major or special projects assigned, thereby exercising considerable independence in developing options, strategies, cost analysis, and solution implementation.

Minimum Qualifications

  • Bachelor's degree in a related field or equivalent experience/training.
  • Five years demonstrated experience in materials management in Radiology or other Hospital clinical setting.
  • Supervisory skills required to lead purchasing and materials management group in department, ensuring adherence to purchasing practices and guidelines.
  • Knowledge of fiscal management and accounting practices and policies.
  • Advanced knowledge of materials management policies, regulatory requirements, and safety regulations. Knowledge of supply chain process and operational implications.
  • Maintains a broad range of expertise in theory and industry best practices for equipment and supplies managed and the ability to make recommendations.
  • Ability to read, interprets, develop and negotiate terms and conditions of contracts.
  • Analytical skills necessary to evaluate the cost effectiveness of purchasing options and planning for major commodities.
  • Skilled communicator; includes verbal and written, active listening, critical thinking, persuasiveness, advising, and counseling skills.
  • Advanced interpersonal skills. Skills to work collaboratively, coordinate, and integrate with others throughout the organization. Successful experience working with people with a wide range of backgrounds and skills.
  • Advanced organizational and project management skills to manage multiple priorities and not let anything slip through. Ability to prioritize tasks and see projects through from inception to completion on schedule.
  • In-depth knowledge of data analysis, research and reporting, particularly in the supply chain field.
  • Ensure adherence to all regulatory requirements, including FDA guidelines for product recalls and safety standards.
  • Serve as a liaison with Risk Management, Infection Control, and Clinical Engineering to address compliance and operational challenges.
  • Coordinate the removal or replacement of recalled equipment and supplies in compliance with organizational protocols.
  • Provide training and guidance to staff on compliance and safety best practices.
  • Knowledge of Departmental, UCDHS and UCD policies and procedures regarding financial, material and procurement management. Excellent reading and comprehension skills to understand policies, procedures, correspondence, etc.
  • Knowledge of accounting and budgeting principles, procedures, and techniques.
  • Knowledge of procurement policies, the organization's departments and operations, and Federal Acquisition Regulations.
  • Knowledge of institutional information systems (i.e. Lawson, Epsi, Eclipsys, CAMS, DaFIS, Microsoft Office) and their applications.
  • Math and analytical skills to effectively forecast and assist in preparation of Departmental budget, and prepare detailed cost analysis, etc.
  • Analytical skills to begin with a stated problem, identify needed information and obtain it from a variety of sources, draw conclusions, develop and evaluate alternatives, develop solutions and monitor processes.
  • Excellent writing skills sufficient to prepare reports, letters, etc.
  • Knowledge of inventory management concepts, systems, and techniques.
  • Ability to integrate the understanding of UCDH's and Radiology's goals and objectives, commitments and projects with a service-oriented health care environment.
  • Innovative abilities to develop new approaches, procedures, resolve problems.
  • Ability to perform analyses and present data and information in a clear and concise, verbal, or written format.
  • Skills in exercising the appropriate measure of tact, courtesy and diplomacy when dealing with individuals at any locations or organization level within the organization and in all contacts with outside agencies.
  • Ability to work accurately and quickly under pressure of deadlines.
  • Must be able to handle difficult and delicate situations for a successful outcome.
  • Ability to organize, prioritize and independently meet assigned tasks within agreed upon time frames. Ability to handle several assignments simultaneously.

Preferred Qualifications

  • Experience working with high value capital clinical/hospital/clinical equipment procurement programs including justification return on investment and value analysis.
  • Experience with supply chain management to encompass supply chain logistics, procurement, inventory management, contract management.
  • Experience developing and working with metrics including skill organizing, analyzing rationale, procurement justifications, reporting data; manage capital requests for inclusion in Capital Program and clearly communicate status, recommendations, and conclusions.

Work Environment

UC Davis is a smoke and tobacco free campus effective January 1, 2014.
