Job Details

The Senior Manager is responsible for protecting and enhancing Cencora's interests with state governments; contributing to the development and execution of political, legislative and regulatory programs and strategies in the states to ensure favorable public policy outcomes. Successful candidate will have a history of proven multi-state advocacy skills in government relations or as a state government staff member (a history of multi-state corporate advocacy work strongly preferred); possess the ability to work effectively independently and in teams; demonstrate effective oral and written communications skills; demonstrate sound judgement and analysis of complex policy issues and prepare recommended strategies to address; manage the work of contract lobbyists and consultants; build positive and productive relationships with a variety of allied trade associations and coalition groups; and the acumen to contribute to the success, effectiveness, and future growth of Cencora's State Government Advocacy function.

This position is remote (hybrid for candidates within the Washington DC metro area or Conshohocken) and can require travel up to 50% of the time during busy parts of the year

  • Will be responsible for identifying, monitoring, directly engaging, and managing trade association and contract lobbyist engagement on legislation/regulation in assigned priority states across the U.S.

  • Monitors, analyzes and prioritizes emerging state regulatory and legislative issues affecting Cencora and its business units; consults with middle and senior level management across the organization to determine legislative/regulatory impact on business practices and reputation, operational costs and efficiencies, and profitability

  • Works in partnership with U.S. Public Policy and Advocacy team to develop recommendations and implement policy positions and state model legislation as directed and in consultation with the Policy & Advocacy leadership and to other executives; supports, presents at and actively participates in Cencora's Global Policy Committee to ensure corporate alignment and prioritization on issues; including, but not limited to, taxation, drug pricing and affordability, licensing and reporting, medication buffer stocks and bulk purchasing, workforce and labor, warehousing and disposal, practice of pharmacy, drug shortages, controlled substances, etc.

  • Builds relationships and serves as one of Cencora's key points of contact with state and local legislative and regulatory officials, including Boards of Pharmacy, Departments of Health and other executive branch agencies that regulate Cencora and our customers

  • Works to elevate political and economic profile of Cencora with key local and state public officials; plans, leads and conducts distribution center tours, meetings with Cencora executives and other events that provide education, build relationships and goodwill

  • Executes innovative state advocacy strategies to favorably influence legislation and regulations; educates public officials and staff, set up and hold meetings with Cencora experts and participates in industry lobbying activities; contributes to development of effective grassroots advocacy programs that leverage Cencora's facilities, team members, customers and suppliers across the country; engages in activities of senior management at the business unit level, Cencora communications, and other corporate functions to achieve policy objectives

  • Supports and actively participates in meetings with key customers, trade associations and other business stakeholders on issues of mutual interest

  • Serves as a representative and spokesperson for Cencora with the Healthcare Distribution Alliance (HDA) state committee, industry colleagues and supply chain customers and suppliers; works with Director, State Government Advocacy and the various public policy team members representing commercial business verticals to ensure Cencora's policy objectives are incorporated into HDA policy positions and provides leadership on lobbying and policy- making initiatives

  • Supports the development and growth of the Cencora Political Action Committee (Cencora PAC) in coordination with Cencora team members and Manager, Political Programs and Operations on goals and objectives; executes programs to generate new PAC members, including solicitation materials, presentations, and promotional events and contributes to publication of the Cencora PAC annual report

  • Creates and writes regular content to contribute to customer-facing advocacy including written grassroots appeals, and speaking/podcast opportunities to facilitate state grassroots advocacy at the distribution center, pharmacy and physician levels

  • Represents Cencora at various customer events (such as Cencora's annual tradeshow) through the creation of presentations and outreach materials, participating in speaking opportunities, and staffing the Cencora advocacy booth

  • Will collaborate with the Director, State Government Advocacy, U.S. Public Policy colleagues and commercial leaders to provide recurring updates to the state legislative and policy risk register as a team priority of defining and prioritizing state legislative issues

  • Works with Director, State Government Advocacy to manage administrative and PAC contribution budgets

  • Builds relationships through regular conference attendance at events hosted by caucuses/organizations representing Democratic and Republican state legislators, Governors, State Attorneys General, etc.

Education and Experience Requirements:

  • Requires a minimum of 5 years of policy and advocacy experience including state government relations, or working within a state legislator or committee office (multi-state corporate advocacy experience strongly preferred)

  • Corporate government affairs experience strongly preferred

  • Healthcare or pharmaceutical policy experience preferred

  • Policy analysis experience is a plus

  • Requires broad training in political science, public administration, , communications or marketing generally obtained through completion of a four-year bachelor's degree program

  • Juris Doctor or Masters degree in political science or public administration is a plus

Minimum Skills, Knowledge and Abilities Requirements

  • Superior diligence, organizational skills, attention to detail, and ability to self-start

  • Demonstrated writing and proofreading experience

  • Strong critical and strategic thinking ability; inquisitive, curious, and committed to lifelong internal and external learning

  • Excellent interpersonal and professional skills in one-on-one, large and small group settings

  • Ability to clearly and confidently express ideas, recommendations, decisions and rationales to both internal and external teams; superior writing and oral-communication skills

  • Proficient with Microsoft Office applications

  • Ability to work independently in a fast-paced corporate environment

  • Demonstrated lobbying skills and experience

  • Ability to collaborate with others

  • Ability to evaluate facts, determine creative solutions to problems, evaluate courses of action, and make sound management decisions prioritizing integrity, honesty, customer centricity, and the reputation of Cencora and the U.S. Public Policy and Advocacy team

  • Strong ability to manage workload and conflicting priorities to meet deadlines

Ranges in Colorado/California/Washington/New York/Hawaii/Vermont/Minnesota/Massachusetts/Illinois State-specific locations may be up to 10% lower than the minimum salary range, and 12% higher than the maximum salary range.
