The Community Outreach Programs Manager coordinates the Social Ministries of The Salvation Army Oak Creek such as Pathway of Hope, Community Outreach, Food Pantry, Emergency Services, Seasonal Assistance, Community Care Ministries; develops, implements, and evaluates program operations and services; supervises volunteers and ensures work is in compliance with established policies and procedures as well as local, state, and federal regulations; researches and prepares grant proposals and secures program funding; prepares and monitors program expenditures in compliance with program budget.

About the role:



  • Assumes responsibility for the on-going development and monitoring of outcomes, goals, policies, and procedures for all Outreach Programs, including the Social Service and Senior Center programs.
  • Communicates regularly with supervisory, program and management staff to ensure program services meet the holistic needs of clients and remain effective in their delivery.
  • Maintains current knowledge of community resources, with active participation in community meetings and functions, ensuring that The Salvation Army remains involved in community networking.
  • Attends community events as a representative of The Salvation Army, as assigned.
  • Makes presentations regarding programs and services to potential donors and community groups as assigned.
  • Identify client needs such as emotional and/or spiritual support and connect with Salvation Army and other community resources. Develop or provide informational materials as needed.
  • Oversees and coordinates the organization and daily operation of the Food Pantry program. Dispenses food orders during weekly distribution hours and in emergency situations. Drives as necessary to pick up food donations.
  • Develop and use working knowledge of community services and housing resources etc. to provide appropriate case management/referrals; provide referrals to other community resources as appropriate to access additional resources for clients to assist clients with their case plans and goal attainment.
  • Participate fully with Pathway of Hope team activities locally and divisionally.
  • Oversee and monitor volunteers' programs to ensure they are supported in their roles, and have the tools needed to accomplish the assigned task.
  • Serves as a Safe from Harm trainer and works with program leaders to ensure compliance with Divisional and Central Territory policies.
  • Plan, develop, and oversee budgets and grant writing opportunities
  • Coordinate Community outreach events for families, including quarterly family fun nights, education classes, Back to School back packs, Food Drives, Angel Tree, Adopt a Family, Toy Shop and Community Care Ministries. Oversees the event set up and publicity, receipt and processing of donations, distribution process, reports and follow up.
  • Oversee program communication via email, social media, and/or mail addressing the interests and needs of seniors - promoting awareness, information and involvement in programs.
  • Attend and participate as needed in staff meetings, committees and on the Advisory and Corps Council.
  • Attend Salvation Army services/events to support and develop relationships with program participants as needed.


Education: Bachelor's degree from an accredited college or university in Social Work, Public Administration, Public Relations, Non-Profit Program Management or another related field.

Experience:



  • Two years' experience with program management
  • Previous experience in public relations, communications, non-profit work and personnel supervision

  • Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.


Certifications: Valid Wisconsin driver's license with approval to drive from TSA's insurance carrier.
