Position Summary

Working closely with Divisional Deputy Director of Social Services and Divisional Social Services Director, the Divisional Homeless Services Director (DHSD) will oversee the daily operations of homeless services programs and facilities for the Social Services Department. The DHSD will serve as a liaison between DHQ and social services programs to provide a smooth flow of accurate and timely information.

Essential Functions



  • Interface with the Divisional Social Services Deputy Director, Director, and Social Services team on issues of concern to and within homeless services programs within the division.
  • Plan with relevant personnel all special activities, including professional training, client residential events, holiday events, seasonal assistance programs, and employee and volunteer recognitions.
  • Provide direct supervision to the Divisional Homeless Services Specialist.
  • Provide direct supervision to the Program Directors of homeless services programs in Los Angeles County, Ventura and Santa Barbara programs and any future expansions of homeless services programs.
  • Provide technical support to the nine counties within the Southern California Division.
  • Interface with the Development Department concerning fundraising and new grant opportunities for program units.
  • Work in collaboration with the Social Services Divisional Directors and Social Services team members.
  • Assist the Divisional Social Services Deputy Director and Director to conduct reviews/evaluations of all social services programs to ensure compliance and optimized outcomes.
  • Assemble and lead quarterly meetings of the program directors for purposes of coordination and education.
  • Attend program advisory council meetings and assist the program directors with strengthening the councils and using them to their fullest potential.
  • Develop and implement plans of action in the event of resignation, illness, or personnel challenges related to the program directors, providing on-site coverage as needed during transitions.
  • Participate in community collaborative and federal/state/county/city councils and committees to maintain visibility for the Army.
  • Stay current on trends and services in the social services functions provided within CAS.
  • Provide quarterly reports on social services activities and outcomes.
  • Assist with the preparation of periodic grant applications (new and renewal) to funders.
  • Perform other related duties as assigned.


Working Conditions

Ability to walk, stand, bend, squat, climb, kneel, and twist on an intermittent or sometime continuous basis. Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead. Ability to operate computer, fax, and telephone. Ability to lift up to 25lbs.

Minimum Qualifications



  • Master's degree in social work, public administration, or related field or ten years' experience at a top- level nonprofit organization.
  • Five or more years experience working in a nonprofit at a management level.
  • Five or more years experience working with nonprofit organizations serving diverse populations and dealing with various social problems.
  • Completion of at least 40 hours of continuing education every two years in areas selected from the following: health care, substance abuse, menta l health, homelessness, business administration, grants and contracts administration, community resources, personnel supervision, and facility management.
  • Experience in managing program finances required; some experience or education in budgeting and accounting principles preferred.
  • Valid CA license, able to pass MVR report and safety classes.
  • Must be in good physical health and mental health, capable of mee ting the demand of the position.
  • Willingness to submit to ABSO (criminal background check), child safety and Protect the Mission guidelines.

  • Extensive knowledge of program development and operations.
  • Extensive knowledge of social services programs involving homelessness, substance abuse, domestic violence, mental health, childcare, HIV/AIDS, families, and child abuse.
  • Knowledge of residential programs.
  • Knowledge of Salvation Army policies and procedures.
  • Knowledge of California employment law.
  • Experience with contract compliance.
  • Critical analytical skills.
  • Good communication skills, both written and oral.
  • Ability to interpret policies/analyses/ trends, etc.
  • Knowledge of applicable laws/policies/principles, etc.
  • Possess good managerial skills.
  • Possess problem identification & resolution skills.
  • Possess project management skills.
  • Working knowledge of Microsoft Office (Outlook, PowerPoint, Excel)
