Description

Leidos is seeking an experienced and motivated Deputy Task Order Manager (DTOM) to join our team to support the National Airspace System Integration Support Contract (NISC IV). This role provides support to multiple Federal Aviation Administration (FAA) program areas within the Environmental Occupational Safety and Health (EOSH) domain both locally and nationally. In this key leadership role, the primary objectives are to help the FAA identify agency risks, enhance safety, and achieve compliance with federal, state, and local environmental regulations, as well as support environmental restoration initiatives and to ensure a safe, sustainable workplace for FAA personnel and stakeholders.

The DTOM will perform a variety of activities on behalf of the EOSH Services Group, AJW-23, to support adjacent stakeholder organizations (AJW-24, AJW-25, AJW-260, and others) in advancing safety and environmental protection initiatives, conduct data analysis, generate technical reports, and lead site inspections/investigations to identify areas for improvement and ensure compliance. In addition, collaborate with FAA leaders, engineers, and environmental specialists to develop strategies that enhance program performance and mitigate agency risk.

The position plays a key role in advancing EOSH program elements that promote workplace safety, environmental protection, and continuous improvement across FAA operations.

Primary Responsibilities

Areas of Focus

The (DTOM) will play a key leadership role in supporting the overall management of all NISC Environmental, Occupational Safety and Health (EOSH) Team task orders. These task orders span a wide range of subject areas, including Environmental and Occupational Safety, Budget and Finance, Air Traffic Control, Configuration Management, and other FAA operational and technical programs.

Key Duties and Responsibilities

  • Task Order Oversight: Provide direct management and administration of FAA-issued task orders, ensuring all work is executed effectively, on time, and within negotiated budget constraints.
  • Team Leadership: Supervise and guide Assistant Task Order Managers (ATOMs) and a large team of skilled professionals, fostering collaboration, accountability, and operational excellence.
  • Program Management: Develop and implement policies, procedures, and performance goals to ensure successful completion of all assigned work, consistent with Leidos and Federal standards and best practices.
  • Personnel Management: Exercise authority over staffing decisions, including hiring, performance management, promotions, and other personnel actions-subject to Senior Task Order Manager (STOM) review and approval.
  • Business Development: Identify and pursue new business opportunities within the assigned area of responsibility, contributing to the continued growth and success of the NISC program.
  • Stakeholder Engagement: Maintain frequent communication with FAA personnel, Engineering Technical Officers (ETOs), and other stakeholders to coordinate efforts, align on objectives, and ensure customer satisfaction across multiple concurrent projects.

Business Travel: Possible 5% to 10 %

Requirements

  • Bachelor's (BA/BS) in Environmental Science, Engineering, Business Administration, Management, or a related field.
  • 10+ years of relevant experience supporting federal programs, preferably within the FAA or similar government environments with a concentration in environmental cleanup.
  • Proven experience managing complex task orders or projects involving multiple technical disciplines and diverse stakeholder groups.
  • Must have 7+ years of demonstrated success in leading teams, setting priorities, and delivering results within established budgets and schedules.
  • Must have 5+ years of experience and a strong understanding of federal contracting principles, including task order administration, budgeting, and performance tracking.
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively across large organizations and with government clients.
  • U.S. citizenship required; must be able to obtain and maintain a Public Trust Security Clearance.
  • Able to handle competing priorities, both scheduled and unscheduled, effectively.
  • Knowledge of Environmental, Occupational Safety, and Health (EOSH) programs, policies, and regulations

Desired:

  • Master's degree in a relevant discipline.
  • Prior experience with NISC, FAA, or other aviation-related contracts.
  • Experience identifying and pursuing new business opportunities within a federal contract environment.
  • Project Management Professional (PMP) or equivalent certification.

The position requires broad knowledge of Program and Project Management in government operations.

** While a clearance is not required to be considered for the position, the ability to obtain and maintain a clearance (i.e., Public Trust) is required if hired.
