Overview:

We are seeking a Senior Program Manager who will focus on the day-to-day management on a large-scale scientific research and development portfolio related to national security. This position resides in the National Security Program Office, Intelligence and Special Programs, National Security Sciences Directorate, at Oak Ridge National Laboratory (ORNL).

  • This position will ensure effective communications, accountability, and transparency among federal sponsors, ORNL senior leadership, Programs teammates, and other ORNL directorates and divisions that will be involved with conducting operations in support of national security RDT&E.
  • This position requires the facilitation of coordination and collaboration across research directorates and programs teams.
  • The position will coordinate implementation of the programs/projects in collaboration with the other laboratory directorates and divisions and in accordance with the federal sponsors requirements, ORNL procedures and policies, and Department of Energy (DOE) guidance.

Major Duties/Responsibilities:

  • Coordinate, plan, and manage major RDT&E programs/projects in accordance with the federal sponsors' requirements, ORNL policy, and DOE policy and guidance.
  • Serve as the Programs focal point to identify and coordinate RDT&E initiatives to a wide spectrum of S&T requirements and mission needs in alignment with ORNL's core competencies, national security priorities, and Laboratory Plan's goals and objectives.
  • Identify, develop, and sustain key relationships with program managers, end users, leadership, and other associated partners and stakeholders.
  • Develop and sustain key internal relationships (e.g., Strategic Partnership Program, Office of the General Counsel, Contracts, Finance, Accounts Payable/Receivable, Technology Transfer, Institutional Planning, Special Security Office, Office of Classification, Environment Safety Health and Quality, et.al.) to advance national security program objectives and outcomes.
  • Facilitate and ensure effective communications, accountability, and transparency among federal sponsors, Programs teammates, other ORNL directorates and divisions, sub-contractors, vendors, partners and stakeholders.
  • Contribute to developing and capturing research proposals and developing and implementing engagement strategies to foster business development and program growth.
  • Provide regular reporting and updates to the Director I&SP, NSSD Associate Laboratory Director, laboratory leadership and the sponsoring agencies.

Basic Qualifications:

  • A Technical degree in related discipline with 12-15+ years of experience in the Defense and/or intelligence communities.Relevant years of experience can substitute for education requirement.
  • Previous experience in managing classified programs/projects.
  • Must have excellent interpersonal, communication, computer, writing skills, and professional image.
  • Refined teaming skills and understanding and demonstration of effective team collaboration concepts.
  • Ability to multi-task and bring projects to successful conclusion.
  • Self-starter with minimal supervision
  • Attention to detail and follow-through when completing tasks
  • Ability to plan, schedule, and arrange activities in accomplishing objectives associated with sponsor, lab, and directorate priorities.
  • Ability to develop and implement solutions to a variety of complex problems.
  • Experience with all Microsoft Office Suite (Word, Excel, PowerPoint, etc.).
  • Willing to work extended hours, in a fast-paced, deadline driven environment.
  • Willing to travel on company business both domestic and foreign.
  • Ability to display tact, discretion, and diplomacy in dealing with all levels of employees, federal sponsors, and program partners/stakeholders.

Preferred Qualifications:

  • Demonstrated success in leading, coordinating, and managing Defense and/or intelligence community classified programs/projects
  • Demonstrated executive leadership highlighting excellent interpersonal skills, oral and written communication skills, and strong personal motivation.
  • The ability to work in a dynamic, collaborative, interdisciplinary team environment.
  • Demonstrated program management and business development success.
  • Proven track record of successful program implementation and sustainment including achieving organizational goals within challenging environment.

Special Requirements:

  • SCI Clearance: This position requires the ability to obtain and maintain a Sensitive Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program. In addition, due the SCI, you may also be subject to random polygraph testing.

Security, Credentialing, and Eligibility Requirements:

For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required. Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
