Pay Range

$111,600 - $164,028 Annually

$111,600 - $136,656 Annually for the F02.3 level

$133,950 - $164,028 Annually for the F02.4 level

This is the lowest to highest salary in good faith we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.


Job Description

We have an opening for a Property & Inventory Team Lead. You will provide leadership, direction, and supervision to ensure optimal performance of the property system and staff team members as well as oversight, training and guidance of the cradle to grave management of government accountable assets to Directorate Property Custodians and act as the NIF&PS Associate Directorate Property Representative (ADPR) and Property Center Representative (PCR). You will also serve as the Property Inventory Lead responsible for the development, planning, and execution of the annual property inventory. This position is in Directorate Operations for the National Ignition Facility and Photon Science (NIF&PS) Directorate.

This position will be filled at eitherlevel based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role, you will

  • Responsible for property staff members; provide direction and supervision to ensure optimal performance of the property system and team members. May oversee personnel management, training, and career growth of team members.
  • Provide professional support and develop training on asset management controls and property inventory requirements.
  • Analyze complex data and collaborate with others in developing recommendations for performance and oversight of processes.
  • Solve multi-faceted problems and analyze a variety of factors to develop solutions to include understanding interdependent institutional requirements governing assets.
  • Recommend actions and/or alternative solutions for issues and inquiries that require in-depth research and interpretation of policy and procedures relating to asset management operational requirements.
  • Utilize asset management knowledge to support programmatic customers regarding assets provided to offsite vendors and collaborators; analyze, interpret, and make recommendations on property reconciliation and disposition at the end of contract term.
  • May oversee, manage and participate with team members in functional activities to include the management of property on agreements, field tagging, and property recording located within the site.
  • Participate in cradle-to-grave tractability of property, including identification of assets, reconciling asset values and applying naming conventions.
  • Coordinate with peers, program and field personnel on movement and relocation of assets internal and external to the site.
  • Perform other duties as assigned.

Additional job responsibilities, at the F02.4 level

  • Serve as a member of the Property Management leadership team interfacing with LLNL Asset Management, developing and ensuring consistent application of policies and procedures, improving business strategy and performance, and evaluating and recommending new institutional requirements.
  • Interpret and apply concepts, and techniques; analyze data, evaluate and prepare final recommendations. Advise organizational senior management on areas of opportunity.
  • May serve as the NIF&PS Property Inventory Lead responsible for the development, planning, and execution of the annual property inventories including attractive equipment, controlled substances, repositories, explosives, and controlled storage.
  • Serve as technical resource for policy interpretation and problem solving complex and unusual issues with assets that include property provided as Government Furnished Property, Subcontractor Acquired Property and Lost, Stolen and Missing reporting and corrective actions; lead the development of new technical and functional innovation using IT technology, data integrations, business analytics, and presenting complex data using an assortment of IT solutions.
  • Promote property management goals, objectives and milestones through regular Property Information Exchanges forums.
  • Responsible for communications, approvals, validation efforts and reporting to LLNL Asset Management Office as well as coordinating validation activities for the various inventories.
  • Perform other duties as assigned.

Qualifications
  • Ability to obtain and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
  • Bachelor's Degree in Business or in a related field, or equivalent combination of education and related experience.
  • Complete and broad knowledge in managing government material and/or property and/or comparable material management concepts, applying business practices/policies, advanced regulatory requirements, techniques, standards, processes and systems.
  • Experience researching inquiries and multi-disciplinary regulatory requirements, interpreting and applying policies and procedures and providing response to requestors.
  • Broad knowledge and understanding of assessing processes, developing and implementing process improvements.
  • Ability to work independently and collaboratively toward common goals and objectives.
  • Experience with personal computers and software applications, such as Microsoft Applications and databases.
  • Effective verbal and written communication skills with experience interacting considerately and effectively with a various group of personalities and disciplines at various levels.

Additional qualifications at the F02.4 level

  • Significant experience interpreting and applying property management policies, procedures, regulations and databases, including interpreting and executing Federal Property Management Regulations, Federal, State and local regulations and laws.
  • Significant experience in property regulations, policies, procedures and compliance requirements and in applying cost benefit evaluation and innovation to streamline and enhance business processes.
  • Experience in supervision and performance management, with leadership and team-building skills and proven ability to set and achieve strategic departmental goals and to guide staff development initiatives.
  • Experience exercising a high degree of discretion, mature judgement, and tact in handling issues of sensitive nature.
  • Advanced organizational, problem solving, decision-making, analytical and leadership skills necessary to independently advise, recommend and approve appropriate actions and implement solutions.
  • Customer service skills that demonstrate responsiveness to customer needs and requests and significant experience working with customers to meet common goals.
  • Advanced written and verbal communication skills necessary to effectively explain, present, advise, and influence managers, administrators and employees on a variety of issues.

Qualifications We Desire

  • Knowledge of LLNL Property Management Policies and Procedures.
  • Knowledge of institutional applications, such as Sunflower Assets (SFA), Universal Content Management (UCM), Laboratory Integrated Network for Contracts and Supply (LINCS) and the Laboratory's on-line shipping request application ShipIt.
  • Advanced knowledge of business analytical tools (such as Share Point, Access Database, Excel, etc.)
