The Senior Program Manager will report to the Product Line Director who can lead a program management team. He or she will be responsible for reviewing, re-imagining, and implementing changes to reshape the approach to their client's program management.

This position requires leadership experience with Integrated Product Teams and influences collaboration to drive results throughout the program lifecycle: Pursuit (proposals), Design (development), and Production (sustainment). Responsibilities

Strategy
* Develop an understanding of the global OTH landscape and how company can best meet these market demands
* Establish relationships within customer base and user community to strengthen company brand
* Drive product development, advancement in technology, and provide guidance and influence through campaigns to acquire and respond to future business capture

Capture
* Assist in the development of winning proposals as well as managing contracts emanating from same
* Conduct program reviews and prepare written reports for Management and/ or customer on status and actions necessary for the successful completion of a program
* Represent the company in technical and overall management matters with customer; assist in resolution of concerns from the customer; travel to customer facilities as required

Leadership
* Cultivating customer relationships and intimacy to develop further opportunities within the customer community
* Ensure that program requirements of clients are met and keep company management aware of changes and how they impact company's manpower, facilities, and financial plans
* Coordinate activities and maintain liaison with Product Engineering, Manufacturing, Sales, Supply Chain, Finance, Contracts and other support group managers regarding their responsibilities and involvement on programs while implementing cross functional collaboration
* The Senior Program Manager will interact frequently with Team Leads, Chief Engineers and Program Managers; collaborate with engineers from other disciplines and ensure consistent application of engineering best practices
* Commit to talent development by providing mentorship with a focus on molding future leaders
* Establish an innovative culture promoting collaboration, teamwork, and fast knowledge share to support rapid growth

Execution
* Establish a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations.
* Utilize expert communication skills to direct resources effectively, report on technical issues, and write and review technical documents
* Be responsible for cost and schedule performance as an SPM, and have significant interaction with the customer, program manager, program chief engineer, and lead systems engineer in that capacity
* Participate in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
* Report any quality problems or defects for corrective action to be implemented and to avoid problem recurrence

* Duties may be modified or assigned at any time to meet the needs of the business

Qualifications

* 15 years of experience in Program Management leading technical teams through change and rapid growth in middle market companies

* B.S. degree in Engineering, Physical Science, Mathematics, Finance, Business Management, or related field
* Ability to obtain DoD Secret Clearance
* Experience leading and building Integrated Program Management teams by recruiting and mentoring talent through talent development and career succession

* Previous experience conducting technology assessments, systems design and analysis, programmatic support, work scheduling, or equivalent combination of education and experience

* Prior proposal support to include leading responses to RFPs or RFIs as well as participating in cost estimating
* Ability to provide FAR/DFAR regulation guidance to program team

* Experience building relationships with all levels of management and staff within an organization

* Demonstrates ability to deal effectively with customers, including government representatives ensuring all work is performed to the customer's satisfaction
* Managing contracts and subcontracts with various types and complexities, including military and government contracts with technical requirements

* Experience managing proposal responses and new business capture efforts

Required Skills

* Excellent people skills, with experience leading and collaborating in a multi-disciplinary, diverse, and dynamic team environment
* Proven ability to organize, coordinate, and complete a manufacturing, development, or engineering program

* Able to manage complex situations, delegate authority, lead and inspire your team, drive innovative thinking, instill collaboration, drive for success, challenge status quo, and demonstrate the ability to adapt to dynamic situations

* Adaptability to dynamic fast paced and changing work environment, shifting customer priorities, and resolving resolution options to internal and external stakeholders

Technical Experience
* Previous technical experience in support of C4ISR systems (Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance), including Design, Development, Production, Installation, and Test & Evaluation strongly desired
* Microsoft Project scheduling software strong plus

Desired Qualifications
* Active DoD issued Secret Clearance
* PMP or DAWIA certification
* U.S. Military Services acquisition experience

* Prior experience working with defense industry companies

* Over the Horizon (OTH), Radar and Communications experience
