Summary:

The HVAC-Electrical Site Supervisor is responsible for overseeing daily mechanical and electrical construction, installation, testing, and repair activities, etc. within secured government facilities, including Sensitive Compartmented Information Facilities (SCIFs), Special Access Program Facilities (SAPFs), and other restricted areas. The supervisor ensures all work is executed safely, efficiently, and in strict compliance with contract specifications, security protocols, federal standards, and quality requirements.

This role coordinates trades, enforces security procedures, conducts inspections, and ensures timely completion of project milestones while maintaining tight control of materials, personnel access, and documentation.

This role is 80-90% with work at government facilities at various locations around the U.S.


Responsibilities

Essential Job Functions:

Coordination and Communication

  • Primary contact with government site lead
  • Coordinate schedules with site
  • Adjust schedules, materials and field crew based on changing needs of government
  • Coordinate HVAC/Electrical activities with adjacent trades (carpentry, structural, IT, security systems)
  • Participate in daily coordination meetings, security briefings, and progress updates
  • Communicate effectively with government representatives, inspectors, subcontractors, and internal team members.
  • Support change order documentation, field sketches, and material quantity verification

Site Management & Field Supervision

  • Supervise HVAC and electrical construction activities, including:
  • Air handling units, split systems, CRAC/CRAH, and mission-critical cooling
  • Ductwork, insulation, airflow balancing, and VAV/controls
  • Electrical rough-in, conduit, panels, branch circuits, and grounding
  • Installation of secure circuits, UPS systems, power conditioning, and redundancy
  • Direct subcontractors and craft labor to ensure efficient sequencing and quality execution of tasks
  • Monitor job progress, ensure proper sequencing, and resolve field issues in real time
  • Coordinate inspections, testing, and punch-list activities to meet project requirements and deadlines
  • Ensure restricted-area controls, escorting requirements, and access procedures are adhered to

Perform Assessments of proposed sites

  • Perform assessments of proposed government sites and determine project scopes, staffing and material needs
  • Produce proposal estimates based on assessments
  • Produce site reports to detail assessments, to include suggestion for facility improvements

Security Compliance in Controlled Facilities

  • Enforce physical security standards as dictated by ICD-705 (if needed), and other federal security guidelines
  • Ensure all personnel, tools, and materials entering secure areas comply with government security protocols
  • Maintain accurate records of controlled materials, access logs, and equipment inventories
  • Support government security personnel during inspections, accreditation reviews, and construction monitoring

Technical Oversight

  • Read and interpret mechanical, electrical, and control system drawings, wiring diagrams, and installation details
  • Validate HVAC system performance, electrical continuity, grounding integrity, and conformance to specifications
  • Inspect ductwork installations, refrigerant piping, air distribution, and equipment anchorage
  • Inspect conduit routing, wire pulls, breaker installation, power quality, and panel schedules
  • Identify discrepancies, conflicts, or design issues and coordinate corrections with engineers or project leadership

Quality Assurance & Documentation

  • Perform daily QC checks and document work progress, deficiencies, and corrective actions
  • Ensure compliance with project specifications, submittals, shop drawings, and approved materials
  • Prepare and maintain daily construction reports, manpower logs, and photographic documentation
  • Support commissioning, system testing, and final acceptance processes

Safety Management

  • Enforce compliance with OSHA, EM 385-1-1, NFPA 70E, lockout/tagout (LOTO), and project safety plans
  • Conduct Job Safety Analyses (JSAs), hazard assessments, and daily toolbox talks
  • Ensure safe work practices during energized work, lifting operations, confined spaces, and rooftop access
  • Monitor use of PPE, housekeeping, material storage, and safe work practices
  • Immediately report and help correct safety breaches or incidents

Qualifications

Necessary Skills and Knowledge:

  • Effective verbal communication skills
  • Familiarity with reading blueprints

  • Understanding of and willingness to follow site safety practices
  • Ability to work effectively in a team setting
  • This role involves significant physical activity, including climbing ladders, frequent lifting of items weighing over 50 pounds, and working in confined or awkward spaces (e.g., crawling or crouching). Occasionally, lifting objects weighing 75 pounds or more may be required

Minimum Qualifications:

  • High School Diploma or equivalent; technical trade school or military training in HVAC or electrical systems preferred
  • Minimum 5-8 years' experience supervising HVAC or electrical installation projects
  • Experience in secured government facilities (SCIF/SAPF) or DoD/Military construction environments
  • Extensive knowledge of:
    • Mechanical systems (HVAC equipment, ductwork, controls, refrigerants, TAB)
    • Electrical systems (power distribution, grounding, panels, conduit, NFPA 70)
  • Ability to read plans, schematics, and specifications with high accuracy
  • Strong leadership, planning, communication, and problem-solving skills
  • Proficiency in field documentation tools (MS Office, etc.)

Preferred Qualifications:

  • HVAC Journeyman License, Electrical Journeyman License, or equivalent trade certification
  • Experience with mission-critical systems (UPS, generators, redundant cooling)
  • Knowledge of secure construction standards (ICD-705)
  • OSHA 30-Hour Construction certification
  • Experience managing government or large-scale commercial subcontractors

Pay and Benefits

The annual salary range for this position is $100,000 to $125,000.
