Summary Performs engineering design, field investigations, plan review, design and construction contract administration, project management, and other engineering duties in order to maintain and improve all facets of city utility infrastructure. The position requires the application of specialized knowledge of the tools, equipment, methods, and techniques used in the profession, and operates under moderate supervision.
Essential Job Duties
- Provide respectful, professional, positive service in all interactions between co-workers, internal external customers, community members, and the public at large.
- Maintain a positive and productive environment ensuring compliance with policies, procedures, goals and objectives of the City, Department and Division.
- Design, review, and manage city water and wastewater utility infrastructure projects.
- Coordinates with Operations, GIS and Finance staff on recordkeeping of utility assets.
- Identify city utility infrastructure in need of maintenance and develop solutions to rehabilitate and maintain future infrastructure.
- Provide design contract administration for capital projects and provide project management for contracted utility projects.
- Coordinates with consultant(s) and/or internal Engineers for development and use of system hydraulic models.
- Provides engineering guidance for reviews of construction plans for utility improvements within private development projects and internal projects for compliance with standards and specifications.
- Provide technical engineering advice for any utility problems that need to be addressed by the city.
- Review concerns from residents regarding city utility infrastructure; assess infrastructure in the field, offer solutions, and coordinate with relevant departments to enact a solution.
- Monitor projects and report hazardous conditions and safety concerns.
- Suggest modifications to processes to enhance departmental performance as appropriate.
- Collaborate with peers internal and external to the Department as required.

Job Qualifications – Education, experience, and training that are required or desirable in order to effectively perform the job at the time of hire. An equivalent combination of education, training, and experience will be considered. Additional requirements and/or substitutions may be requested and require the approval of HR.
- Bachelor’s degree in Civil Engineering or a related field required.
- Associate degree along with related professional experience may be considered.
- Additional job experience may be considered in lieu of a degree.
- Valid driver’s license required.
- Engineer-in-Training (EIT) certification desired
Knowledge, Skills, and Abilities – May be representative, but not all-inclusive, of those knowledge, skills, and abilities commonly associated with this position.
- Thorough understanding of public infrastructure for both construction and maintenance, including storm sewers, sanitary sewers, and water distribution.
- Knowledge of the principles and practices of utility operations.
- Proficiency in use of basic business software (word processing, spreadsheets, email, presentations), Auto CAD Civil 3D, and Arc GIS software and basic knowledge of office equipment and machines.
- Ability to plan and organize work, and to support comprehensive reporting.
- Good problem-solving skills and the ability to interpret and follow policies.
- Ability to provide exceptional service to internal and external customers.
- Ability to communicate effectively and professionally with supervisors, co-workers, and customers by telephone, in writing, and in person.
- Ability to use good judgment and think rationally in difficult or stressful situations.

Salary/Compensation: $84,171 - $93,790 per year
