Position Summary:

Applied Training Solutions, LLC is seeking an experienced Table Facilitator to support HSEEP-compliant state exercises. The Table Facilitator is responsible for guiding discussion and participant engagement at assigned tables or functional groups during seminars, workshops, and tabletop exercises. This role ensures that exercise objectives, scenario play, and core capabilities are addressed through structured discussion while maintaining alignment with the Homeland Security Exercise and Evaluation Program (HSEEP). The Table Facilitator works closely with Lead Facilitators, Controllers, Evaluators, and exercise participants to support effective exercise execution and data collection.

Responsibilities:



  • Serve as a Table Facilitator for seminars, workshops, and tabletop exercises conducted in accordance with HSEEP doctrine
  • Guide discussion at assigned tables or functional groups to ensure exercise objectives and scenario elements are addressed
  • Encourage participation from all table members and manage group dynamics to support productive discussion
  • Keep discussions focused, on track, and aligned with exercise timelines and facilitator guidance
  • Provide clarification on exercise rules, roles, and scenario information as directed by the Lead Facilitator
  • Support scenario flow and inject discussion in coordination with Lead Facilitators and Exercise Control
  • Capture key discussion points, decisions, issues, and notable observations for evaluator use
  • Support Evaluators by reinforcing objectives and ensuring relevant actions and decisions are discussed
  • Participate in hot washes and after-action discussions to help capture key outcomes and discussion themes
  • Coordinate with Lead Facilitators and exercise planners to ensure consistent facilitation across tables
  • Maintain professionalism, neutrality, and confidentiality throughout the exercise process
  • Maintain accurate notes and records to support after-action reporting and future planning


Basic Qualifications:



  • 3+ years of experience in emergency management or planning roles
  • Demonstrated experience participating in or facilitating emergency management exercises
  • Working knowledge of tabletop exercise structure and facilitation techniques
  • Ability to guide discussion, manage group dynamics, and encourage participant engagement
  • Strong communication and interpersonal skills
  • Ability to follow facilitator guidance and adapt to dynamic exercise environments
  • Familiarity with Homeland Security Exercise and Evaluation Program (HSEEP)
  • Must be a U.S. citizen


Preferred Qualifications:



  • 3+ years of experience in emergency management, preparedness, or planning roles
  • FEMA HSEEP training (e.g., IS-120, IS-130, IS-139, or equivalent)
  • Experience supporting multi-agency or multi-jurisdictional exercises
  • Incident Command System (ICS) training (ICS-100, ICS-200 preferred)
  • Knowledge of state or local emergency response plans and coordination processes

Performance Location: On-site while on assignment (various locations within the Commonwealth of Virginia)

Travel Required: Yes - up to 100% while on assignment

Working Environment:

The work environment will include conference facilities, training venues, or Emergency Operations Center (EOC) environments depending on assignment. The position may require extended work hours beyond 12 hours per day, working under high operational tempo, and travel to locations throughout the Commonwealth of Virginia.
