Job Description
PURPOSE SUMMARY.
Design, install, monitor, maintain, and performance tune production databases while ensuring high levels of data availability. Responsible for developing, implementing, and overseeing database policies and procedures to ensure the integrity and availability of databases and their accompanying software. Work with users and IT staff to make the data accessible outside the core applications through integration, extraction, and reporting.
ESSENTIAL DUTIES.
1. Strategic Planning
-
Assess and develop long-term strategic goals for production databases in conjunction with data owners and department managers.

Work with application development staff to develop database architecture, coding standards, and quality assurance policies and procedures.

Design and implement redundant systems, policies, and procedures for disaster recovery and data archiving to ensure effective protection and integrity of data assets.

Perform capacity planning.
-
Stay up-to-date with emerging technologies and industry best practices.
2. Acquisition & Deployment
-
Conduct research and make recommendations on database products, services, protocols, and standards in support of procurement and development efforts

Perform installation, upgrades, setup, and configuration of DBMS's and databases.
-
Design and test robust backup and disaster recovery (DR) strategies to minimize data loss and downtime (RPO/RTO).
-
Develop scripts (Power Shell, Python, or Shell) to automate routine maintenance tasks, such as patching, backups, and health checks.
3. Operational Management
-
Create models for new database development and/or changes to existing ones.
-
Install and configure relevant network components to ensure database access as well as database consistency and integrity.
-
Troubleshoot database access and performance issues.
-
Monitor database system details within the database, including stored procedures and execution time, and implement efficiency improvements.
-
Monitor, optimize and allocate physical data storage for database systems.
-
Plan and coordinate data migrations and integrations between systems.
-
Develop, implement, and maintain change control and testing processes for modifications to databases.
-
Create, or support creation of, required reports and data extractions in response to business user needs (e.g., Workday).
-
Provide assistance in writing and optimizing complex queries.
-
Manage user access, implement encryption, and perform regular transaction and security audits to protect sensitive data and ensure compliance with regulations like GDPR or HIPAA.
-
Establish appropriate end-user database access control levels.
-
Develop routines for end users to facilitate best practices database use.
-
Create and maintain database system documentation, including standard operating procedures, technical specifications, and data flows.
-
Schedule and perform upgrades, cloning, backups, and restores.
ADDITIONAL DUTIES. Participate in a 24/7 on-call rotation. Other duties as assigned.
QUALIFICATIONS.
Education. Associate’s degree from an accredited college or university in any field. Associate degree in Computer Science, Information Technology, Management Information Systems, Technology Management or related field is preferred.
Experience. Three (3) years of professional experience in programming and/or database management and/or system management in a complex computer and information system environment. Experience with Workday ERP is preferred.
Education/Experience substitution. In accordance with County policy.
Licenses/Certifications. Valid driver’s license. Must maintain a valid driver’s license and an acceptable driving record in accordance with County policy. Preferred certifications include Microsoft Certified Database Administrator, Microsoft Certified Azure Database Administrator Associate, Certified Data Management Professional (CDMP), Oracle Certified Professional (OCP), Comp TIA Data+, Security+, or ITIL Foundations.
Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Must pass NCIC background and driving record check.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

Designing, building, installing, configuring and supporting database servers, including Microsoft SQL Server and Postgre SQL.

Microsoft SSRS and Crystal Reports/Crystal Reports Server.

Hands-on database tuning and troubleshooting experience.

Data processing flowcharting techniques.

Relational and dimensional data modeling (normalization/denormalization).

Data integrity methods and techniques.

Current industry best practices in managing enterprise databases and database disaster recovery.

Windows/Linux server administration and storage concepts (SAN/NAS).

Computer security systems, procedures, and techniques.
-
Physical, virtual and cloud-based computer systems.

Project management.

Compensation Range
$52,852.80 - $85,800.00
