Overview

To design, develop and manage employee retirement benefits programs, including Defined Benefit Pension, Executive Benefit, and Deferred Compensation Plans, that attract, retain and motivate a diverse workforce. Serve as subject matter expert on benefits policies and plans, federal/state laws and applicable Navy Federal policies and procedures to advise management on program changes and ensure compliance. Manage a range of complex programs that impact long term functional strategy. Apply expert understanding of benefits landscape and trends and specialized skills to make recommendations to senior executive leadership that have long term impact on the department and enterprise.

Responsibilities

  • Conduct comprehensive analyses and in-depth studies of retirement, executive benefit, and pension plan data, , plan interpretations, plan documents, changes in legal and other related information to provide insights and/or make recommendations to modify and/or enhance employee benefits programs; recommend areas to invest resources in to ensure programs are innovative and market competitive
  • Keep current on retirement, pension, and executive benefits industry trends to determine competitiveness; research trends, best practices, cost and financial impact
  • Make recommendations to and influence buy-in from senior leaders in HR and Finance for new and enhanced retirement and executive benefits programs
  • Partner with departmental leadership to prepare business cases and recommendations for CEO and COO review, related to retirement program design, pension liability considerations, and executive benefits strategy
  • Serve as subject matter expert to resolve complex matters related to retirement plans, pension administration, and executive benefits plans and vendors by acting as liaison with brokers, custodians, trustees, third-party administrators, vendors and attorneys
  • Manage projects to include implementation of retirement and executive benefit initiatives that adhere and support corporate and department strategies; serve as a mentor to the benefits staff supporting the project
  • Consult with technical teams to oversee the development of system interfaces, queries and reports the support retirement, pension, and executive benefits administration;; implement systems changes and enhancements to include writing business requirements
  • Oversee the implementation of benefits communication strategies and activities and lead the design and delivery of training programs to share information regarding benefits programs related to retirement readiness, pension programs, and executive benefits
  • Lead the selection and management of vendors and contracts to include contract development, monitoring and issue resolution; oversee contract quality assurance, budget and cost mechanisms
  • Serve as a resource for the department in the preparation and submission of Federal and State mandated regulatory reports
  • Ensure compliance with company policies and legal requirements for benefit plans
  • Perform other duties as assigned

Qualifications

  • Significant experience in the design, administration and communication of retirement, executive compensation, and pension benefit programs* Expert knowledge of various retirement and executive benefit plan structures (e.g., 401(k), defined benefit pension plans, supplemental executive retirement plans, deferred compensation plans)
  • Expert knowledge of various types of benefit plans (e.g., FSAs, health, disability, life insurance, workers comp)
  • Expert knowledge of, and ability to interpret/apply, benefits related laws and regulations
  • Knowledge of statistical methods, actuarial concepts, and related analytical tools to conduct retirement and pension costbenefit and financial impact analyses
  • Significant experience with interacting with management on strategy and change management
  • Expert skill building effective relationships through rapport, trust, diplomacy and tact
  • Expert skill to influence, negotiate and persuade to reach agreeable and positive outcomes
  • Experience in managing multiple priorities independently and/or in a team environment to achieve goals
  • Advanced research, analytical, and problem solving skills
  • Ability to compile, organize and present information clearly and concisely
  • Bachelor's Degree in Human Resources, or related field, or the equivalent combination of experience, education and training
