This position manages a wide range of business opportunity initiatives and contract compliance responsibilities within the Office of Procurement Services. The coordinator will assist with the development and execution of the university's business opportunity program by designing outreach strategies, compliance management, and community engagement initiatives. The role will focus on expanding vendor access and ensuring equitable participation in procurement processes.

DUTIES AND RESPONSIBILITIES

  1. Provide guidance to departments regarding standard procedures for promoting small business and contract compliance, as well as State, federal laws and regulations, and University policies . 10%
  2. Collaborate with and develop an effective working relationship with university departments, procurement services, Office of University Payables and other functional groups to ensure contract compliance. 10%
  3. Conduct contract compliance and vendor management utilizing office systems. 25%
  4. Engage with university units to monitor vendor participation and develop strategies to expand partnerships and broaden the vendor base partnerships using data analytics and data tools. 10%
  5. With an emphasis on general goods and services, serve as a liaison with internal stakeholders to provide guidance on inclusive procurement policies, to resolve issues and ensure vendors use best efforts in meeting university goals. 5%
  6. Create and maintain appropriate documentation of the compliance process, as well as other departments processes and ensure rules, regulations, policies, and procedures are adhered to. 5%
  7. Facilitate training and create materials for departments and vendors, including but not limited to, educating vendors on the University's procurement process, providing instructions on obtaining certifications, completing Small Business Plans required for obtaining grants and other required documentation. 5%
  8. Support department leadership in the development and management of the department's brand and communication strategy, including assisting with developing and managing newsletters, website content and other updates. 5%
  9. Assist with the development and documentation of inclusive procurement policies and procedures. 5%
  10. Assist with creating and compiling required university and statutory reports, in addition to other ad-hoc reporting as needed. 5%
  11. Lead project management for various internal and external team initiatives by applying knowledge, conducting research, assigning tasks, determining benchmarks, and the development of an effective communication plan. 5%
  12. Manage event planning committees and logistics in coordination with internal and external participants. 5%
  13. Perform other related duties and participate in special projects as assigned. 5%

QUALIFICATIONS

Bachelor's degree in business administration, management, or a field related to the position.

Two (2) years of professional business, financial, and/or managerial work experience.

(NOTE: A Master's Degree in an area consistent with the duties of the position may be substituted for one (1) year (12 months) of work experience.)

Based on position requirements, additional education, training, and/or work experience in an area of specialization inherent to the position may be required.

SPECIALTY FACTOR

Demonstrated experience in Procurement and/or Business Opportunity, Supplier Access, or Inclusive Procurement Programs.

KNOWLEDGE SKILLS AND ABILITIES

  1. Knowledge of rules and regulations contained in the Business Enterprise Program Act (BEP Act), Illinois Procurement Code, and other legislation and rules that relate to this position.
  2. Impeccable keyboarding, grammar, and proofreading skills, with strong emphasis on accuracy and applicable formats and criteria, to prepare and process correspondence, reports, and other documents that appropriately reflect University and department standards.
  3. Knowledge in building relationships with internal and external stakeholders to further the department's mission.
  4. Ability to manage sensitive and confidential information.
  5. Strong written and verbal skills in a multidisciplinary environment.
  6. Demonstrated competency to be an effective presenter and public speaker to both internal and external constituencies.
  7. Superior project management skills and follow-through.
  8. Ability to analyze detailed data to identify opportunities for expanding procurement access and business participation.
  9. Working knowledge of strategic sourcing methodology and impact on procurement diversity.
  10. Effective integrator, collaborator, and promoter of expanded vendor usage and inclusive procurement within the University
  11. Ability to prepare and manage a budget involving staff resources, outreach activities, special projects, and collaborations with internal and external clients.
  12. Knowledge in developing strong and positive vendor relationships through outreach programs, collaborations, partnerships, and innovative initiatives.
  13. Ability to review and evaluate proposals, contracts or similar documents, provide financial analysis, and render advice and assistance.
  14. Strong interpersonal skills that reflect courtesy, diplomacy, and a collaborative approach to develop and maintain effective work relationships.
  15. Ability to work independently and to exercise good judgment and discretion in the performance of all work assignments.
  16. Ability to multi-task and prioritize work accordingly to meet deadlines while staying on task with daily assignments.
  17. Strong organizational skills to maintain electronic and paper filing systems containing confidential information and records related to departmental operations.


APPOINTMENT INFORMATION
This is a 100% Full Time Civil Service Business Administrative Associate position. The expected start date is 1/23/2026. Sponsorship for work authorization is not available for this position.

The budgeted salary range for the position is $79,000.00 - 85,000.00. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity.
