The NG9-1-1 Originating Service Provider (OSP) Transition Manager Leads and coordinates the transition of legacy 9-1-1 telephone service providers to Next Generation 9-1-1 (NG9-1-1) systems and services. This role serves as the primary liaison between OSPs, ESInets, PSAPs, state and local agencies, vendors, and internal project teams to ensure seamless, compliant, and timely transitions with minimal service disruption. Key Responsibilities Transition Planning & ExecutionDevelop and manage detailed OSP transition plans aligned with NG9-1-1 program schedules and milestonesCoordinate onboarding, testing, cutover, and decommissioning activities for legacy and next-gen services Ensure continuity of 9-1-1 services throughout transition phases Stakeholder CoordinationAct as the primary point of contact for OSPs during NG9-1-1 transitionsFacilitate meetings, workshops, and technical discussions with OSPs, PSAPs, state 9-1-1 authorities, and vendors Translate technical and operational requirements between diverse stakeholdersTechnical & Regulatory Alignment Ensure OSP compliance with NG9-1-1 standards (NENA, i3), state regulations, and contractual requirementsCoordinate interconnection requirements, call routing, ALI/LIS, and legacy to IP-based service migrations Support testing, validation, and acceptance activitiesRisk, Issue & Change Management Identify transition risks, dependencies, and impacts; develop mitigation strategies Track and resolve issues related to service delivery, data integrity, and cutover readiness Manage change requests affecting scope, schedule, or provider participation Reporting & DocumentationMaintain transition schedules, status reports, and dashboards Document transition processes, lessons learned, and provider readiness Provide executive-level updates on transition progress and risks Required Qualifications Bachelor's degree or equivalent experience in telecommunications, IT, public safety, or related field 5+ years of experience in 9-1-1, telecommunications, or large-scale technology transitions Hands-on experience working with Telephone Service Providers (ILECs, CLECs, VoIP providers, wireless carriers) Strong understanding of NG9-1-1 concepts, ESInets, and legacy 9-1-1 environments Proven project or transition management experienceExcellent communication, facilitation, and stakeholder management skills Preferred QualificationsNG9-1-1 program or statewide deployment experience Familiarity with NENA i3 standards and FCC/state 9-1-1 regulations Experience with PSAP operations, GIS/LIS data, or call routing systems PMP, ITIL, or similar certification | |
