The NG9-1-1 PSAP Transition Manager

Responsible for planning, coordinating, and executing the transition of Public Safety Answering Points (PSAPs) from legacy 9-1-1 systems to Next Generation 9-1-1 (NG9-1-1) services.

This role serves as the primary liaison between PSAPs, state or regional 9-1-1 authorities, vendors, and technical teams to ensure successful, minimally disruptive transitions.

The ideal candidate has strong project management experience, deep familiarity with PSAP operations, and hands-on knowledge of NG9-1-1 standards, workflows, and stakeholder coordination.

Key Responsibilities:PSAP Transition & Coordination

Plan and manage end-to-end PSAP transitions to NG9-1-1, including call handling, ESInet connectivity, and legacy system cutoverServe as the primary point of contact for PSAP leadership throughout transition activitiesConduct PSAP readiness assessments and transition planning workshopsCoordinate transition schedules, milestones, and go-live activities

Project ManagementDevelop and maintain detailed transition plans, schedules, and risk registersTrack progress against milestones and proactively resolve issuesManage dependencies between PSAPs, vendors, GIS teams, and providersEnsure transitions comply with project governance and change management processesSupport testing activities including functional, interoperability, and acceptance testing

Stakeholder EngagementFacilitate meetings with PSAP staff, vendors, and governing authoritiesSupport PSAPs through training coordination and operational change adoption

Documentation & ReportingMaintain transition documentation, SOPs, and readiness checklistsPrepare status reports for leadership, boards, and oversight committeesDocument lessons learned and best practices for future transitions

Required QualificationsBachelor's degree or equivalent experience5+ years of experience supporting PSAP operations, 9-1-1 systems, or emergency communications projectsDemonstrated experience with NG9-1-1 transition, implementation, or modernization effortsStrong project management and stakeholder coordination skillsKnowledge of PSAP call handling workflows and operational environments

Preferred QualificationsDirect experience transitioning PSAPs to NG9-1-1Familiarity with NENA standards (i3, GIS for NG9-1-1)Experience working with ESInets, call handling equipment (CHE), or 9-1-1 service providersPMP, CAPM, or similar project management certificationExperience working with state or regional 9-1-1 authorities

Skills & CompetenciesExcellent communication and facilitation skillsAbility to manage multiple PSAP transitions simultaneouslyStrong problem-solving and risk management capabilitiesComfortable working in high-availability, mission-critical environmentsAbility to translate technical concepts for non-technical audiences technical teams to ensure successful, minimally disruptive transitions.
