SUMMARY

This position is responsible for conducting Lead Environmental Investigations and Healthy Homes Assessments to meet the objectives of the Childhood Lead Poisoning Prevention and Healthy Homes Programs.

Reports directly to Public Health Nurse Supervisor.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Performs environmental lead inspections/risk assessments and clearances, collects samples of paint, soil and water for analysis as required for assigned cases or target areas of known or suspected lead poisoning.
  • Performs Healthy Homes Assessments and follows up with results per program guidance.
  • Prepares letters to notify property owners of lead hazards; provides general guidance to property owners regarding actions necessary to abate/mitigate existing lead hazards.
  • Interfaces with property owners, tenants, contractors and the general public in the course of conducting assessments and abatement/mitigation inspections.
  • Testifies as assigned in court/hearings on behalf of the Montgomery County Office of Public Health.
  • Prepares and submits inspection/investigative reports and statistical records.
  • Submits reports for correction/abatement of lead hazards and performs clearances once abatement/mitigation work has been completed.
  • Adheres to the Childhood Lead Prevention Program policies and procedures.
  • Maintains files and records of complaints and program information/statistics as required.
  • Other related work, as required.

QUALIFICATION REQUIREMENTS

  • PA certification as a Building Inspector/Risk Assessor strongly preferred. PA certification as a Building Inspector/Risk Assessor within 6 months of start required.
  • Bachelor's Degree in Environmental Health Science or a related field with a minimum of 1 year experience as an environmental health inspector.

Experience and Skills
  • Excellent inter-personal, written and oral communication skills.
  • Excellent problem solving and decision-making skills.
  • Knowledge of basic computer programs.
  • Ability to work independently and travel throughout the County with reliable vehicle.
  • Ability to collaborate with other organizations throughout the County.
  • Ability to attend trainings and meetings in and out of State.
  • Bilingual (English/Spanish) ability preferred.
  • This position requires the following clearances as a condition of employment: Child Abuse History Clearance, PA Criminal Record History, and FBI Fingerprint Clearance.
  • Onsite in-person attendance is required as directed by Supervisor or Administrator.
