Departmental Overview

University Health Services (UHS) serves the campus by providing comprehensive campus-based health center providing fully accredited primary medical care, counseling and psychological services and innovative health promotion programs for students, faculty and staff. The Occupational Health Clinic specifically provides services for UC Berkeley employees, student employees, and other specifically designated campus groups. The clinic provides visits and evaluation for workers' compensation injuries, pre-hire screening, campus surveillance needs.

Approximately 65,000 visits occur annually including Primary Care, Urgent Care, Occupational Health, and Specialty Clinics. Medical care and wellness programs for faculty and staff are designed to meet their occupational health needs and minimize lost work time. These visits generate ancillary encounters with the Radiology, Clinical Laboratory, Physical Therapy and Pharmacy departments.

Position Summary

The Occupational Health Clinic (OHC) Manager, under the direction of the Occupational Health Chief, manages the Occupational Health Program at University Health Services and provides direct supervision to the clinical and administrative support staff, in addition to the WorkStrong coordination and fitness staff, in the Occupational Health Clinic. This supervisor is highly skilled and experienced with the running of the occupational health clinic. The clinic sees patients who have work related injuries or require employment physicals, immunization, and health screenings. They manage day to day operations in the clinic and are involved in scheduling, administrative oversight, and management of the support staff. They hold the primary responsibility for compliance with all applicable OSHA, public health, and accreditation standards. Additional significant responsibilities within the larger Occupational Health Program include management and tracking of screening and surveillance programs essential to campus health and safety.

Responsibilities

SUPERVISION:
* Manages the scheduling of staff according to optimize clinical services across the unit.
* Coordinates and participates in a variety of Human Resources activities, including employment, training, classification and ensuring the completion of required processes related to Human Resources and payroll.
Recommends hiring of new employees, salary actions, terminations, and performance ratings.
* Monitors and evaluates work of direct reports. Monitors staff performance related to customer service standards; takes action for immediate improvements in performance as needed.
* Resolves sensitive and urgent matters from clinic or campus that are beyond the scope of the front line staff (MAs, AAs)and monitors patient complaint and feedback system, tracking patterns.
* Answers questions as able for campus and clinic questions, escalating as needed to a provider for clinical questions.
* Maintains and monitors staffing records and statistics.
* Assists with training and ensures MAs are competent with basic clinical and administrative duties including general wound care, administering vaccinations. Assures MAs and AAs are trained in processing workers compensation notes, requesting consult notes in a timely manner, and surveillance/screening follow up.
* Ensures that MAs attend spirometry and audiometric training as required and collects certificates of completion for personnel files.
* Supervises Medical Assistant staff, ensuring clinic flow is efficient and patient care is appropriate.
* Supervises Administrative Assistant staff, ensuring that referral coordinator can complete tasks, referrals are submitted and followed up.
* Supervises the WorkStrong support staff, including the WorkStrong Coordinator and Recreation Supervisor.
Helps to coordinate WorkStrong meetings, assists with WorkStrong needs in the Occupational Health Clinic.

CLINIC OPERATIONS
Manages the daily operations of the occupational health clinic, maintaining patient care objectives, clinical protocols, and policies and procedures.
Plans and adjusts day to day staffing of unit, per operational needs.

Assists management in the analysis of clinic patient flow systems; prepares recommendations to improve or enhance performance of clinic support activities.
Ensures that staff of the OHC are complaint with training, proctoring, certifications
Plans, staffs, and oversees annual Occupational Health influenza clinics, manages organization of staffing and day-of flu clinic operations.
Coordinates and tracks updates to unit wide policy and procedure manuals for Accreditation Association for Ambulatory Health Care (AAAHC) and assists upper management as needed with the campus needs for the Association for Assessment and Accreditation of Laboratory Animal Care International (AAALAC) site visits preparations.
Participates in the development and monitoring of policies and procedures for the department or department operations.
Functions as a resource for resolving escalated clinical support service issues and concerns raised by patients and their families and/or members of the patient care team (physicians, nurses, front and back office staff). Notifies upper management on high level or risk issues.
Supports Chief-OEHP with oversight of the OHC office budget expenditures; makes recommendations to improve service and/or reduce costs. Participates in developing and monitoring operational and budget processes, staff FTE, finance, human resources, and space planning.
Serves as administrative liaison with vendors, medical specialist offices and University of California, Berkeley departments
Serves as an EMR liaison with IT and work with them as needed to implement updates and changes.
Promotes safety of patients and staff through continuous monitoring of assigned clinic or sub-unit for compliance with infection control programs and Health & Safety policies and procedures as appropriate.
Performs incident report investigations and monitors quality assurance indicators to ensure effective care.
Anticipates needs of patients and determine and adjusts appropriate response, care, and staffing.

OCCUPATIONAL HEALTH PROGRAM STRATEGIC SUPPORT
* Provides high level support to the Chief, OEHP. Promotes safety of patients and staff through continuous maintenance of Occupational Health policies and ongoing knowledge of UHS policies and procedures. Programs include: infection control programs, health & safety policies, administrative policies, scheduling rules.
Coordinates with campus departments as needed to develop and maintain screening programs.
Under direction of Chief, OEHP, responsible for ensuring continuous compliance with UHS and campus screening programs. May develop, coordinate, and conduct medical surveillance programs. Oversees all Occupational Health surveillance programs for accuracy and compliance, working with MAs, AA, and clinicians.
In coordination with EH&S and at the direction of the Chief, OEHP, manages the administrative aspects of the Campus Automated Defibrillator Program. Includes helping to download the reports that come in with the AEDs and working with the company to make sure used AEDs get back into service.
Researches, resolves problems, analyzes programs, and reviews best practices and emerging issues.
Coordinates building and campus exposure investigation and follow-up
Develops, manages, and updates website and other outreach, training and informational activities.
Creates and maintains various spreadsheets and databases for program support.
Manages meeting schedule, ensures creation of efficient tools for a wide range of organizational tasks, programs and presentations including but not limited to training, tracking/recall systems and storage of data.
Program Metrics & Quality Control: work with Chief, OEHP and UHS data management team to develop system for measuring and tracking outcomes.

SPECIAL PROJECTS AND OTHER DUTIES AS ASSIGNED.
Can include projects related to unanticipated global or local healthcare urgent issues.

Required Qualifications

Education

  • Bachelor's degree in related area and / or equivalent experience / training
  • Training in clinical support operations and staffing required.
  • Clinical licensing or Certification as Medical Assistant or LVN.

Licenses & Certifications

  • Clinical licensing or Certification as Medical Assistant Or LVN
  • Basic Life Support (BLS) certification

Knowledge, Skills & Abilities

  • Solid knowledge associated with administrative processes to recommend, implement and monitor efficient outpatient clinical support services.

  • Knowledge of California Workers' Compensation general processes and regulations.

Preferred Qualifications

It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

  • This is a 100%, full-time (40 hours per week), career position that is eligible for full UC benefits.
  • This position is exempt and paid monthly.
