The Transit and Rail Practice is seeking a Freight Rail Construction Manager in the Southern California Region.

DEA is searching for a Construction Manager to join our Freight Rail group. This position will work on-site providing construction project management and construction inspection for projects located primarily in the greater Los Angeles area; however, travel to locations outside of California for extended periods will be required for some projects. The general responsibilities of the Construction Manager are included below. Potential office locations in Southern California include Los Angeles, Ontario, Tustin, and Santa Clarita.

What You'll Do Key Responsibilities:
  • Observe and document in-progress construction work on railroad projects, including earthwork, asphalt or concrete paving, drainage and utility installation, track construction, bridge and retaining wall construction, industrial wastewater treatment and fueling facilities, or building construction for conformance with plans and specifications.
  • Observe work activities of Contractors to identify at-risk behavior and coordinate with Contractor safety personnel to mitigate risk.
  • Interpret the intent of project plans and specifications. Coordinate with Contractors in the field to resolve disputes.
  • Provide on-site, field engineering services to make minor field changes to design or to gather information for review by Engineers..
  • Review Contractor submittals and RFIs and coordinate with Engineer of Record for approval.
  • Maintain accurate daily and monthly records of work performed for project tracking and construction progress payments.
  • Communicate effectively with Contractors, Owners and Engineering Staff. Lead project meetings with Clients and Contractors.
  • Monitor compliance with project schedule and budgets and work with project team to mitigate delays.
  • Monitor quality control program, reviewing quality control testing and maintaining project documentation. Identify deviations from project documents and coordinate with contractor to bring to standard.
  • Monitor Contractors compliance with permit requirements (Construction Permits, SWPPP, 404, etc.)
  • Manage daily activities of Construction Inspectors, if assigned to the project.
  • Assist engineering and office staff with various tasks, including but not limited to design reviews, writing specifications and developing cost estimates.
What You Bring Required Qualifications:
  • Previous Construction Engineering and Inspection Experience.
  • Ability to read and comprehend plans, specifications and instructions.
  • Ability to travel on a per project basis.
  • Ability to work outdoors in various weather conditions.
  • Ability to work effectively with clients and contractors and possess good verbal communication skills.
  • Basic computer skills in Word and Excel.
  • Ability to work independently, effectively multitask and prioritize work, and track issues to completion.
  • Ability to monitor several projects or types of work activity at one time.
  • Ability to obtain eRailsafe, certification.
  • Participation in FRA 219 Drug and Alcohol Testing Program is mandatory.
Preferred Qualifications:
  • Preference given to Texas location or proximity to client(s)
  • Bachelor's degree in civil engineering or construction management.
  • 1-3 years of field experience in construction.
  • Experience using Procore and MS Project software.
  • Ability to obtain OSHA-30 certification
  • Experience with soil stability means and methods.
  • Experience with rigid and flexible paving means and methods.
  • Experience with ASTM Test Methods for soil, aggregate, concrete, and asphalt.

* The posted salary range represents the typical range for this position and is provided in accordance with applicable state and local transparency laws. Actual compensation will be commensurate with experience, qualifications, and geographic location.
