DESCRIPTION OF WORK

In this Administrative Officer 2 position, you will serve as a Quality Assurance Supervisor for our Children and Youth Services team. This involves performing advanced administrative and analytical work in support of our agency's accuracy, accountability, and compliance with applicable state and local regulations governing child welfare services. Work relies on the effective and compassionate application of established public administration principles, governmental accounting practices, and regulatory standards.

Your duties and responsibilities will include:

  • Assisting in the planning, development, implementation, and evaluation of administrative policies, procedures, internal controls, and operational systems related to child welfare programs.
  • Participating in budget and fiscal oversight including developing cost estimates, monitoring expenditures, processing invoices, and assisting with procurement activities.
  • Assisting in contract and grant administration by maintaining records, monitoring compliance, and supporting reporting requirements.
  • Supervising, assigning and reviewing work, and providing guidance to clerical and technical staff.
  • Collecting, compiling, and analyzing operational and programmatic data to prepare reports, summaries, and recommendations to inform management decision-making and policy development.
  • Communicating with public officials, service providers, and members of the public to provide information, respond to inquiries, and assist in resolving matters of a sensitive or confidential nature related to child welfare services.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch. Employee may have irregular hours, including evenings or weekends.
  • Employee may have overnight travel or out of County travel on a monthly basis.
  • Telework: You will not have the option to telework in this position.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Administrative Officer 1; or
  • Three years of experience in progressively responsible and varied office management or staff work, including experience in personnel management, budgeting or procurement; and a bachelor's degree; or
  • Any equivalent combination of experience and training.

Other Requirements:

  • You must be able to perform essential job functions.

Legal Requirements:

  • You must pass a background investigation.
  • A conditional offer of employment will require a medical examination and a drug screening.
  • This position falls under the provisions of the Child Protective Services Law.
    • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
