THE POSITION

DESCRIPTION OF WORK

As a Fiscal Management Specialist 3, you will be performing highly complex budgetary work involving multiple and varied appropriations, allocations, allotments, spending plans, commitment items, and expenditures in the development, monitoring, and analytics of all federal funds within the department. Our agency's federal budget contains approximately $4 billion in federal dollars. The total number of appropriations in the agency consists of approximately 110, many of which are federal, in which you will play crucial a role. You will be reviewing complex policies, legislation, and regulations across multiple programmatic agency areas, with a direct impact on major operations, as governed by the Pennsylvania School Code and Fiscal Code. In this role, you will support and coordinate across multiple, varied business and agency needs to resolve conflicts related to goals, visibility, and public or political interests. Work involves determining the budgetary impacts of program expansions, changes, and current needs; serving as a liaison among various programs, including federal program areas; as well as performing extensive federal monitoring and reporting requirements that must be satisfied to demonstrate monies are being spent for their specified purpose within appropriation timeframes. You will also have the opportunity to actively support and participate in the implementation of current year spending plans for all bureaus and offices who manage administrative and grant funding. Additional responsibilities include:

  • Providing consultative services to program areas
  • Monitoring complex spending plans, inclusive to program areas requests for procurements/grants needs
  • Establishing federal appropriations and executive authorizations granted to the Department of Education
  • Preparing and reviewing the Request for Appropriation of Federal Funds (RAFFs) hearing materials book for use in defense of the Governor's Budget Request and for eventual passage by the Legislature
  • Meeting with bureau and office personnel to provide direction and guidance on the use of administrative, state use, and/or local monies for the Department's federal programs
  • Reviewing and approving contracts and procurement requests
  • Facilitating essential fiscal and budget training for agency staff

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. You will be required to report in-office on Wednesday every week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Fiscal Management Specialist 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of experience in professional fiscal administration, and a bachelor's degree in business administration, accounting, finance, economics, or a related field; or
  • An equivalent combination of experience and training.
