Position Summary:

The Regional Support Liaison will play a critical support role within The Community Builders Chicago Region portfolio of mixed income housing communities in maintaining a high level of operational excellence. This position provides short-term, on-site management coverage and operational support to properties experiencing staffing vacancies, leave of absences, and/or property performance challenges. The Regional Support Liaison ensures continuity of operations, compliance, and resident satisfaction across assigned sites. This person will report directly to the Regional Director of Property Management and assist the Vice President of Operations with special projects.

This role is designed to function at a Property Manager level when necessary and may support multiple sites simultaneously. Compensation will align with Property Manager market ranges to reflect the scope, flexibility, and cross-functional responsibilities of the position. This position has a requirement of five days a week in office.

Key Responsibilities:


Temporary Site Coverage:

- Ability to serve as an interim Site Manager, Assistant Manager, or Recertification/Occupancy Specialist during employee leaves, vacations, or vacancies.

- Assist in maintaining daily operations including leasing, rent collection, resident relations, and compliance with HUD and LIHTC regulations.


Operational Support:

- Provide targeted assistance to properties struggling with occupancy, delinquency, or overdue lease renewals.

- Assist in generating and monitoring resident payment plans in accordance with company policy and regulatory guidelines when needed.

- Assist in developing and implementing corrective action plans in collaboration with Regional leadership to stabilize performance metrics.


Lease-Up Support:

- Assist with lease-up activities for new developments, including marketing, applicant screening, move-in coordination, and compliance documentation.


Compliance & Reporting:

- Ensure adherence to all federal, state, and local housing regulations.

- Assist in reviewing and resolving EIV (Enterprise Income Verification) discrepancies in coordination with site teams as needed.

- Assist in preparing, submitting, and tracking Special Claims for vacancy loss, unpaid rent, and damages across all assigned sites as needed.

- Assist in completing required reports and documentation accurately and timely.


Team Collaboration:

- Work closely with Regional Director, Vice President of Operations, corporate departments and site teams to ensure seamless transitions and support on various assignments as it relates to development and asset management.

- Train and mentor site staff as needed during assignments.

Qualifications:

- Minimum 4 years of progressive property management experience, preferably in mixed-income communities.

- Strong Assistant Community Manager candidates with demonstrated leadership potential will be considered; prior Community Manager experience is valued but not strictly required.

- Strong knowledge of occupancy standards, recertification processes, and lease-up procedures.

- Ability to travel frequently within the Chicago Region with short notice. Driver's license and reliable transportation required.

- Excellent communication, organizational, and problem-solving skills.

- Proficiency in property management software (e.g., Yardi).

- Certified Occupancy Specialist (COS) or Tax Credit Specialist (TCS) certification preferred.

- CHA Compliance and process preferred but not required.
