Position Overview
The Office of the University Registrar reports to the Vice Provost for Enrollment Management which includes the following functional units: Office of Undergraduate Admissions, Financial Aid and Scholarships, Student Information Systems and the Office of the University Registrar.
The Office of the University Registrar (OUR) is responsible for catalog and course scheduling, room reservations, student enrollment, tuition and fee assessment, production and maintenance of the academic record including the official academic transcript, enrollment certification, graduation and diploma production.

The CBE Program Manager, Registrar Services, manages Office of the University Registrar functions that are critical to the enrollment, progression, and completion of students in Competency Based Education (CBE) programs. This role provides program-level oversight of CBE enrollment, academic records, degree planning, and course scheduling while ensuring compliance with institutional, state, and federal requirements. The position serves as a central point of coordination between academic units, student service partners, and registrar operations, using data, process improvement, and cross-campus collaboration to support student success and program effectiveness.

Job Description
65% - Enrollment and Degree Services:
  • Coordinates enrollment, degree planning and academic records, overseeing service delivery and resolution of complex issues for CBE students.
  • Provides guidance, training, and problem-solving for campus teams responsible for supporting CBE students.
  • Serves as a primary point of contact for CBE student enrollment and records inquiries.
  • Triages, escalates and/and resolves complex enrollment, records, and tuition/fee issues for CBE students, ensuring consistent application of policy and timely resolution.
  • Represents CBE registrar services with campus departments including Student Accounts & Receivables, Admissions, Graduate Studies, Student Affairs, Academic Advising, and Student Life Cycle Technology to coordinate services and resources.
  • Collaborates with academic units and advising partners to support recruitment, enrollment, retention, progression, and completion initiative.
  • Ensures enrollment and records services align with CBE program design and support timely student progression and program completion.
  • Ensures CBE enrollment and records processes align with established university policies and procedures
20% - Leadership Support & Training:
  • Collects, analyzes, and reports data related to CBE registrar functions for reporting and operational review.
  • Prepares routine reports to support program assessment and service planning.
  • Identifies operational challenges and opportunities for process improvement and shares recommendations with supervisors and campus partners.
  • Evaluates enrollment, records, and tuition/fee policies and procedures affecting CBE programs; recommends improvements to enhance compliance, efficiency, and the student experience.
  • Develops and delivers training for staff and campus partners on CBE enrollment, records, tuition, and fee processes.
  • Helps ensure CBE-related information on registrar and student-facing websites and communications is accurate, clear, and current.
  • Engages in professional development to remain current with practices related to student services and competency-based education.

10% - Course Scheduling Management:
  • Provides proactive, high-quality customer service while guiding academic units and campus partners through CBE course scheduling processes.
  • Guides academic units in aligning CBE course schedules with university policies and academic calendar standards.
  • Monitors and maintains accuracy of the CBE Schedule of Classes through regular reporting and collaboration with scheduling officers.
  • Maintains and manages CBE scheduling documentation using ImageNow in accordance with established protocols.
  • Serves as a subject matter expert on CBE-related course scheduling policies and procedures.
5% - Other duties as assigned.

Required Qualifications
  1. Bachelor's degree plus two (2) years of related experience, or a Master's degree.
  2. Experience working in student services or enrollment-related functions within a higher education or similarly complex organization, as evidenced in application materials.
  3. Experience in coordinating programs, projects, or services and working collaboratively with internal and external partners as evidenced in application materials.
  4. Experience using enterprise systems or databases (e.g., student information systems or comparable platforms) as evidenced in application materials.
  5. Strong written communication skills, as demonstrated by application materials.
This position requires a formal degree in the cited discipline area(s) to ensure that candidates have advanced knowledge, analytical skills and professional competencies necessary to perform the duties of the position. The level of degree is commonly recognized as the standard qualification for similar roles in the public and private sector, ensuring that the university remains competitive with industry aligned practices, enhances collaboration with external partners, and supports the delivery of services and programs that meet professional and market-driven expectations

Preferred Qualifications
  1. Experience working with adult, transfer, online, or competency-based education (CBE) students in a higher education setting, as evidenced in application materials.
  2. Prior experience with student records, FERPA compliance, registrar functions, or enrollment operations, as evidenced in application materials.
  3. Experience in higher education student services or enrollment management, as evidenced in application materials.
  4. Experience working in a fast-paced, high-volume, or highly regulated environment, as evidenced in application materials.
  5. Experience documenting business processes, procedures, or training materials.
