THIS JOB DESCRIPTION DOES NOT ATTEMPT TO LIST ALL OF THE DUTIES THAT ARE OR MAY BE PERFORMED IN THIS POSITION The ideal candidate will have a general understanding of ratemaking and strong accounting knowledge. Primary Duties
1. Directs the advocacy of the Company's positions on Ratemaking and other regulatory issues before various federal, state and; local regulatory agencies.
2. Manages the composition and presentation of written and verbal expert testimony on ratemaking matters, such as rate design, expenses, capital investment, revenue normalization and cost allocation, before the various regulatory agencies.
3. Assists in the determination of enterprise wide strategies for rate filings. Directs the preparation of financial and rate design analysis for rate applications to ensure adherence to regulatory requirements and Company objectives.
4. Member of leadership team that determines jurisdictional rate and regulatory strategy for rate filings in order to achieve a reasonable rate of return in each of the Company's jurisdictions.
5. Manages strategically complex rate cases critical to utility income growth.
6. Develops and maintains adequate staffing to ensure proper resources for administration of rate filings and other related activities. Selects, develops, motivates and evaluates the performance of assigned employees.
7. Develops and monitors functional area budgets to ensure efficient utilization of resources. Plans and directs the achievement of area goals and objectives within established Company policies. Provides insight on jurisdictional rate case outcomes for the Enterprise strategic planning efforts.
8. Manages the activities of outside consultants in conjunction with ratemaking. Including matters dealing with cost of capital, cost of service, unbundled rates, rate design issues and depreciation rate studies.
9. Manages the recovery of invested capital through reasonable depreciation rates by directing timely depreciation studies.
10. Oversees the preparation of responses to data requests in support of written testimony in ratemaking and other proceedings.
11. Interprets and directs the preparation of information in compliance with Regulatory Orders with operating divisions and accounting personnel.
12. Manages the development and maintenance of relevant reporting systems to support departmental activities.
13. Represents the Company by participating on rate committees of industry associations.
14. Researches and keeps abreast of current regulations, issues and updates in the regulated environment.
MINIMUM REQUIREMENTS
Educational/Experience Level:
Bachelor's degree in Business, Engineering, Technology or a related professional field and six years progressively responsible professional experience in utility rate making or other related professional experience; or equivalent.
Communication Skills:
Requires the ability to communicate, persuade and/or influence verbally and in writing internal and/or external customers at a high level such as senior management on matters of a technical and/or complex nature.
Numeric Skills:
Requires the ability to apply research methods, algorithms, calculus, or advanced statistical methods and applies advanced accounting methods to assess overall financial position.
Computer Skills:
Requires an advanced knowledge of various software applications for creating complex documents, database, reports and graphics.
Work Conditions:
Works in an office environment.
Moderate overnight travel required.
Requires occasionally performing activities including, but not limited to, bending, stooping, grasping, reaching, twisting, turning and/or lifting.
