Submarine On-site Installation Coordinator (OSIC)
Position Summary:
LCE is seeking Submarine On-site Installation Coordinator (OSIC) to join our teams in Kittery, ME and Bremerton, WA. The coordinator will be responsible for supporting the program through technical and professional aspects for alterations and installations for SSN21, SSN 688, SSBN 726, and SSN 774 class vessels. On-site coordinator, logistics, metrics and program support will be supported at various Naval Shipyards and travel is required on this long-term requirement.
Contract Requirements:
- Must be a U. S. citizen with the ability to obtain/maintain a Secret security clearance
Essential Functions and Responsibilities:
- Develop and gain approval of Class Maintenance Plan (CMP) that include writing technical proposals, briefs, and developing solutions to improve readiness in line with AIT quality initiatives
- ILS (Integrated Logistics Support) to complete HM&E (Hull, Mechanical, and Electrical) installations and process for RMMCO (Regional Maintenance and Modernization Coordination Office) check in/out process
- Review Liaison Action Records (LARs) and Condition Reports (CRs) for technical accuracy and proposed resolution for installations and system configuration updates.
- Initiate LARs to request the Planning Yard to address issues found on Ship Installation Drawings (SID), review LARs requesting system information for interfacing alterations and respond
- Make resolution recommendations to government personnel
- Responsible for material management processing including design concept, drawing development.
- Provide installation and testing including inventory control, receipt, staging and kitting
- Identify long-lead items to ensure they are tracked and taken into consideration to prevent any work delays.
- Ensure proper revisions to all ILS documentation that were identified during ship checks and other system verifications.
- Develop automated program management tools that provide program status including financial trackers, resource management, and inventory management
- Develop and maintain Plan of Action and Milestones (POA&Ms) and a Master Schedule (IMS) supporting planning, material/labor costs, program schedules and cost risk analysis
- Use Primavera to create all POA&Ms that are compliant with 9090-310 requirements
- attend major reviews and support meetings, conferences, and training activities as required for Submarine Modernization and ISEA test procedures through HM&E Sea Trials on all ship availabilities
Required Education, Skills, and Experience:
- Associates or Bachelor's Engineering Degree preferred, or equivalent years of additional related experience preferred
- Five (5) years' full-time technical experience in the design, installation, test, and/or repair of mechanical/electrical/electronic or Combat systems/equipment.
- Three (3) years' full-time engineering experience in the operation, maintenance, installation, test and/or repair of submarine combat systems or HME systems/equipment.
- Experience in evaluating the material condition of ship systems and implementing corrective action.
Physical Demands and Expectations:
- 50% travel is required (3-6 months)
- Regular physical activity including walking, climbing stairs, bending, stooping, reaching, lifting (up to 30 pounds), and standing with occasionally prolonged sitting
- Ability to speak, read, hear and write, with or without assistance
- Ability to use phone and computer systems, copier, fax and other office equipment
