Job Summary
The Commercial Appraisal Review Manager is responsible for the management and supervision of the Commercial and Residential Appraisal Departments. This role involves working closely with our lending teams across the Company's eight state footprint with their appraisal needs and ensuring adherence to the Uniform Standards of Professional Appraisal Practice (USPAP), FIRREA and other government regulatory requirements, and the Company's Appraisal Standards. Along with the key functions listed below, this position is expected to uphold the value that WaFd Bank places on simply being nice when servicing our co-workers and clients.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Establish and maintain the Bank's appraisal standards to ensure that all real estate appraisals and evaluations align with legal and regulatory requirements. Stay abreast of industry legal and regulatory changes and expectations to ensure appraisal standards and procedures remain up to date and compliant.
- Establish and maintain workflow processes and procedures to ensure:
- Compliance with the Bank's appraisal standards, Interagency Appraisal and Evaluation Guidelines, Financial Institutions Reform, Recovery and Enforcement Act (FIRREA), Uniform Standards of Professional Appraisal Practice (USPAP) and all other applicable federal and state regulations
- Independence of persons ordering, performing and reviewing appraisals or evaluations is maintained in accordance with regulatory expectations
- Appraisals, evaluations and appraisal reviews are received in a timely, cost-effective manner
- Processes allow the Bank flexibility to ensure the right appraisers are assigned to more complex or unusual appraisal requests.
- Requests for appraisal revisions comply with regulations
- Establish and maintain strong working relationships with Relationship Managers, Credit Administrators, and other Bank personnel. Proactively and regularly convey the Bank's appraisal requirements to lending personnel through training and formal/informal communication.
- Oversee selection of external fee appraisers, ensuring adequacy of appraiser panel to meet business volume and highly competitive turnaround time requirements. Ensure panel consists of the highest quality appraisers available in each market. Maintain a strong working relationship with panel appraisers to ensure positive two way communication.
- Monitors ongoing certification status of appraiser panel
- Ensure Bank appraisal desk and review staff obtain regular training on appraisal requirements, best practices, red flags, tools, etc.
- Interface with regulators, internal audit, loan review, enterprise risk and compliance personnel during periodic exams and risk assessments.
- Manage the Bank's appraisal personnel including staff reviewers and appraisal ordering desk.
- Provide periodic peer critiques of appraisal reviewers and training for all commercial and residential review staff members
- Follow all Bank policies and procedures and comply with training requirements.
- Support the Bank's goals and core values
- Provides relevant statistics for the commercial and residential appraisal activities to the Senior Operating Committee
- May require travel to other WaFd Bank office locations and to collateral property locations, particularly for large or unusual loan transactions.
- Adhere to bank policies and procedures designed to comply with federal regulations, including but not limited to the Bank Secrecy Act, USA Patriot Act and OFAC regulations. To that end, ensure timely and accurate preparation of Currency Transaction Reports, Suspicious Activity Reports and other recordkeeping requirements.
- Complete and pass all assigned eLearning courses and assigned certifications as required.
- Avoid all real or perceived conflicts of interest and always maintain client privacy and confidentiality.
- Other duties as assigned.
Qualifications
Education/Skills/Training:
- Bachelor's Degree from an accredited College or University
- State Certified General license
- MAI certification strongly preferred
Skills, Knowledge and Abilities:
- 10 years minimum commercial and/or residential real estate appraisal experience required
- A minimum of 5 years in the banking industry strongly preferred
- National real estate valuation experience
- At least 3 years of managerial/supervisory experience
- Adept in use of core technical tools including Microsoft Office (Word, Excel, PowerPoint, Outlook), Bank loan underwriting and servicing systems and web-based interface with appraisal processes.
