JOB SUMMARY

Provides strategic direction for business application software, technical system solutions and associated processes to ensure business needs are met. Provides advanced technical and functional expertise for developing reports, system interfaces, customizations, extensions and workflow design during implementations, upgrades and maintenance of business application software. Leads projects for the implementation of system improvements and business process initiatives that result in increased efficiency and effectiveness of Sewer District operations. Systems and projects include all levels of complexity and may include establishing new or enhancing current programs, processes or procedures. Primary projects will support the Technical Services Group (TSG), Engineering & Construction (E&C), Operation & Maintenance (O&M) and Watershed Programs departments. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

- Facilitates collaborations with technical and functional team members, stakeholders and external consultants to research, design, document, configure, set-up, test and deploy complex solutions to achieve business functionalities in conformity with established standards, methodologies, policies and procedures.

- Evaluates systems, projects and processes with use of strong technical and analytical skills when gathering user requirements and conducting business process assessments.

- Analyzes complex business requirements, designs and demonstrates proof of concept (POC) solutions and coordinates required system configurations with Information Technology (IT), including application setup, data fields, workflows, profiles and security.

- Identifies and defines project goals, tasks and resource requirements to make expert recommendations that align with stakeholder targeted outcomes. Identifies potential project conflicts and collaborates to investigate and resolve issues.

- Defines project scope, resources needed and creates detailed work plans and sequence of activities needed to successfully complete tasks and projects in a timely manner.

- Develops test scenarios and data, analyzes test results and specifies data control procedures for new and existing requirements. Tests systems for correct functionality and checks work completion for accuracy.

- Tracks and manages requests and issues and provides timely reports to management. Works closely with end users and IT to resolve production issues.

- Evaluates new and complex technology features and recommends integration strategies into production solutions.

- Prepares user training documents and conducts training on new functionalities.

- Focuses on meeting project commitments and assignments, including communication with project team members and stakeholders.

- Ensures coordination of efforts with internal stakeholders at all levels of the organization.

- Performs other duties of a similar nature as may be required.

MINIMUM JOB REQUIREMENTS

EDUCATION

- Candidate must possess a bachelor's degree, preferably in Computer Science, Business Administration or a closely related field.

- Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy.

EXPERIENCE

Candidate must possess five (5) years of increasingly responsible experience with improvement of processes and project delivery. Prior experience supporting technology-based projects and/or processes preferred.

LICENSURE AND CERTIFICATIONS

Candidate must possess a valid driver's license with a driving record in accordance with the Sewer District's acceptable guidelines.

- Candidate must possess strong knowledge of business and leadership principles and demonstrate effective team leadership skills.

- Candidate must have the ability to gather user and business requirements, design and create documentation and detailed process workflows and develop operational performance and quality standards, reports and metrics and Key Performance Indicators.

- Candidate must possess effective written and verbal communication, organizational skills and decision-making abilities.

- Candidate must be detail oriented and capable of managing large amounts of data, maintain detailed comprehensive records, analyze and organize information, have effective project and time management skills and be well organized.

- Candidate must be proficient in Microsoft Office Suite including Word, Excel, Outlook and PowerPoint.

- Candidate must possess the ability to create effective documentation and interact with key project stakeholders and leaders.

PHYSICAL AND MENTAL REQUIREMENTS

During the course of performing the essential functions of this position, the employee must be able to analyze, communicate, comprehend, coordinate, make decisions, possess general intelligence, interact, interpret, negotiate, possess numerical intelligence, organize, problem solve, have resilience and perform tasks. Physical work will need to be performed, such as driving, reaching, sitting, standing, talking, typing and walking. Repetitive movements will need to be performed such as simple grasping with both hands. Ability to pull up to 10 lbs. on an occasional basis may be necessary. Position will require visual demands of accommodation, color vision, depth perception, far acuity and near acuity. Ability to withstand faint to moderate noise exposure for fifteen minutes or longer on an infrequent basis is required.

Pay Range: USD, Commensurate with Experience

$72,701 - $90,875
