The Director of Medical Benefits serves as the chief expert in the design and implementation of two separate medical plans, one self-insured comprehensive plan for salaried employees and one multi-employer national plan covering union employees. This position provides a comprehensive, strategic approach to health benefit design and communication across BNSF's salaried and union workforce. The position has responsibilities for strategic planning, research and analysis, plan design, NRLC committee membership and BNSF senior leadership/committee approvals.

Key Activities and Responsibilities:

  • Leverage an actuarial/analytical benefits experience to develop a medical plan strategy that enhances BNSF's ability to maintain and communicate programs that promote health and reduce expense escalation
  • Leverage a network of co-operatives, coalitions, and consultants to ensure BNSF employees receive high-performing care and avoid escalating health care costs
  • This position will be an influential participant on the Benefits committee of the National Railway Labor Conference which jointly represents America's 14 class 1 railroads in labor negotiations
  • Strong coordination with the strategy and execution of BNSF's enterprise-wide wellness programs and incentives designed to seamlessly integrate with health plan coverage
  • Evaluate and coordinate vendor procurement, negotiations and optimization
  • Evaluate present programs through research, surveys, and analysis of benefit trends to ensure plans are competitive and current
  • Design all health and insurance (medical, dental, life, disability, etc...) plans for management employees
  • Present design alternatives to senior management, providing strategic consultation to senior management regarding impact of changes
  • Partner with Labor Relations and their outside consultants regarding the design and development of alternative union benefits scenarios in advance of collective bargaining and during negotiations
  • Provide financial oversight of all benefit plans in coordination with internal finance groups and external actuarial consultants, including trend and forecasting
  • Develop comprehensive benefits communications strategy for employees and ensure that all employee benefit plan information is current and accessible
  • Ensure that each benefit plan is in compliance with all legislation (e.g., HIPAA, IRS, ERISA, DOL and other federally regulated programs) and, understand impact of proposed legislation/ public policy on plan design
  • Interpret and advise field HR on benefit changes that impact employees. Evaluate present programs through research, surveys, and analysis of benefit trends to ensure plans are competitive and current
  • Position will interact/ present to CEO, Chief Operations Officer, Company Benefits Committee, National Railway Labor Conference members.

Basic Qualifictions:

  • Minimum of bachelor's degree
  • At least 10 years of progressive experience in human resources, benefit consulting, benefits administration, or related experience
  • At least 5 years of experience specifically designing, administrating, and/or communicating corporate health care and wellness strategy and plan design
  • Experience with health plan analysis and, in particular, experience anticipating the effect of changes in plan design upon cost and participant behavior
  • Familiarity with benefits funding and accounting. Actuarial or deep analytical expertise required

Preferred Knowledge and Skills:

  • Advanced degree
  • Strong knowledge of medical and pharmaceutical plan compliance
  • Familiarity with traditional medical plan models and understand new and developing models, including understanding the effect of proposed legislation on existing models
  • Experience with specialized health management and point solution integration a plus
