Job Description Summary: The Health Statistical Analyst applies advanced analytical methods to evaluate healthcare utilization, population health trends, quality measure performance, and program effectiveness. Using internal and external data sources, this role identifies opportunities to improve health outcomes, close gaps in care, and support NCQA accreditation and HEDIS performance improvement across Blue KC.
This role works closely with clinical teams, Community Health, medical economics, operational partners, and other internal stakeholders to translate complex data into clear insights and actionable recommendations. Through reliable reporting, collaborative problemsolving, and alignment with quality and population health priorities, this role helps advance equitable, highquality, datadriven care for Blue KC members. The candidate for this position must reside in the Kansas City metropolitan area. Job Description
  • Support HEDIS and NCQA accreditation activities by preparing required data, ensuring measure accuracy, coordinating submission processes, and assisting with audit readiness and response.
  • Develop clear and insightful summaries, reports, and dashboards that communicate analytic findings, health outcomes trends, and opportunities to improve quality and close member gaps in care.Identify health care cost, utilization, and quality drivers by analyzing internal and external datasets to inform population health and quality improvement strategies.
  • Conduct data exploration and mining to uncover actionable opportunities for improving health outcomes.
  • Partner with cross functional stakeholders to shape recommendations, action plans, and program enhancements. Support population health related initiatives by producing reporting, conducting analyses, and assisting with the development of interventions and workflows for member or provider communications. Build and maintain analytical deliverables, including recurring reports, ad hoc analyses, scorecards, and dashboards, using Blue KC systems, Power BI, SQLbased tools, and other modern analytic and data visualization platforms. Translate business questions into analytic plans by determining required data, performing analysis, and presenting results and recommendations to internal stakeholders. Utilize publicly available healthcare quality and performance data sources to support internal reporting and quality improvement initiatives, as needed.
  • Collaborate with internal and external technical partners to support data mapping, validation, and ETL processes for inbound and outbound files. Other Duties as assigned.

Minimum Qualifications

  • Bachelor's degree in computer science, information systems, statistics, data analytics, business, or other relevant academic discipline
  • At least 3 years of analytics experience, including experience performing data analysis, interpreting results, and developing reports to support business or healthcare quality improvement
  • Experience using workflow automation tools and enterprise reporting, data visualization, or analytics platforms
  • Experience working with healthcare data systems such as Facets, MedInsight, or similar claims and utilization platforms
  • Advanced proficiency in Excel with experience analyzing large datasets sourced from enterprise data warehouse environments
  • Proficiency in SQL, including data querying and working with relational database structures
  • Strong written and verbal communication skills with the ability to present analytic findings to varied audiences
  • Ability to manage multiple assignments, meet deadlines, and adapt to changing priorities
  • Demonstrated problem solving skills and the ability to work both independently and in collaboration with cross functional teams
  • Ability to interpret complex healthcare, quality, and utilization data
  • Ability to translate data into actionable insights that support quality improvement, population health initiatives, and accreditation requirements
  • Familiarity with statistical analysis methods and basic programming concepts used in data processing and reporting
  • Comfortable working with flat files, data mappings, and ETL processes in support of data ingestion and validation

Preferred Qualifications

  • Master's degree in Public Health, Epidemiology, Health Informatics, Biostatistics, Statistics, Data Science, or a related advanced field
  • At least 5 or more years of experience in healthcare analytics, quality measurement, population health, or a related field
  • Proficiency with Python or R for data analysis, statistical modeling, or automation of analytic workflows
  • Experience supporting HEDIS, NCQA accreditation, quality measure improvement, or clinical quality initiatives
  • Knowledge of healthcare delivery systems, claims and encounter data, medical record abstraction, or provider performance programs
  • Familiarity with population health programs, community health initiatives, or social determinants of health analysis
  • Experience designing dashboards, scorecards, or automated reporting solutions
  • Ability to collaborate with technical partners on data mapping, ETL processes, file exchanges, or system integration needs
  • Strong critical thinking skills and the ability to proactively identify analytic opportunities that support quality and population health goals
