The Environmental Remote Sensing directorate works closely with NOAA Satelliteprograms totransformearth observationsintoactionable information for weather forecasts and warnings.We are looking for ahighly experiencedEnterprise Architect/GroundSystemsEngineer(MTS Retiree Casual III- SystemsEngineering)tobridge the gap betweenground architecturemodel developers andNOAA Satellite Ground Systems subject matter experts, particularly in translating futuresatellite architecturescenarios into technical requirementsand concepts of operationsto enablerapid algorithmupdates.The successful candidate willprovide crucial oversight to ensure model outputs are consistent with expectations and can accurately assess the value dimension of trade studies, enabling informed decisions about cost-effective changes in NOAA'sground system. The successful candidate willhelp tailor the models so thatthebenefits,costsand risks associated with Artificial Intelligence enabledtechnologiesand harnessingcommercial capabilities (Ground System as a Service)are incorporated. The successful candidate willassistwith extending thismodelcapability to other government agencies associated with satelliteground systemoperations, andmentor/train early and mid-career enterprise architects/ground systems engineers for this exciting field.

The selected candidate willbe requiredto workpart-timeremote with some onsite workrequiredinSilver Spring, MD.

WhatYou'llBe Doing

  • Working closely with NOAA Satelliteprogramleadership, groundengineersand scientiststounderstandfuture architecture scenarios and translate them into technical requirements tooptimizecurrent and plannedground system capabilities
  • Ensureground systemcost-value modelsappropriately assess the value dimensions of trades between architecture scenarios, particularly in the realm of commercial services versus government owned andoperated.
  • Updatecost-value models toincorporatesavings achievable by using the latesttechnologies associated with Artificial Intelligence
  • Provide recommendations for extending cost-value models beyond NOAA customers
  • Mentor and train early and mid-career cost-value ground system engineersand architects

What You Need to be Successful

MinimumRequirements:

  • Master's degree in aerospace engineeringorrelated field
  • 10 or more years of increasingly responsible professional engineering/scientific experience, including experience in a systems engineering and program lifecycle environment
  • Deep knowledge of satellite ground systems, both government and commercially owned/operated
  • An authority on all types of Concepts of Operations (CONOPS) documentation in the Government and extensive experience developing operational use cases for major system acquisitions
  • Deep knowledge of NOAA Satellite programs and ground systems
  • Experience running cost-value scenariosassociated with ground systemarchitecture
  • This position may require the ability to obtain andmaintaina security clearance, which is issued by the U.S.government. U.S.citizenship isrequiredto obtain a security clearance.

  • Experience developing cost-value models associated with ground systemarchitecture
  • Experience reviewing trades associated with NOAA Ground System architecture decisions
