Under limited supervision, perform senior-level design engineer duties within the Regulatory Decision Integration organization supporting the On-Site Waste Disposal Facility (OSWDF) Project.

This role involves civil engineering review of solid waste disposal facility design packages as well as generating civil design packages for supporting facilities and infrastructure.

The position applies engineering experience to projects involving:

  • Site characterization
  • Disposal facility design and construction
  • Construction quality assurance
  • Hazardous and solid waste planning
  • Static and seismic slope stability evaluations
  • Civil infrastructure design
  • Applications of geosynthetics
  • Regulatory compliance
Principal Duties Engineering Documentation
  • Prepare engineering documents in accordance with site engineering procedures including calculations, engineering evaluations, technical specifications, drawings, and quality level determinations.
Design Support
  • Support OSWDF subcontractor design efforts:
    • Develop and maintain understanding of subcontract scope and requirements
    • Coordinate design inputs, outputs, reviews, comments, and approvals with stakeholders
    • Review subcontractor submittals for compliance with codes, standards, federal/state regulations, contractual requirements, and site-specific requirements
Civil Engineering Review

Review civil engineering calculations and design documents including:

  • Earthwork and grading
  • Roadways and pavement
  • Surface water management
  • Stormwater and drainage structures
  • Landfill liners and caps
  • Leachate management
  • Waste placement
  • Slope stability
  • Seismic design
  • Foundation design
  • Miscellaneous civil engineering systems
Procurement Support
  • Assist with procurement activities including:
    • Technical reviews of equipment/material specifications
    • Vendor proposals and source selection
    • Vendor submittal review and acceptance
    • Approval of long-lead procurement technical specifications
Project Coordination
  • Assist in development of Requests for Proposals (RFP) and technical bid evaluations
  • Benchmark with other DOE disposal facilities to incorporate lessons learned
  • Provide updates during weekly progress meetings and reports
  • Identify and evaluate project issues and risks
  • Participate in design status meetings
Field and Operational Support
  • Support development of operating procedures
  • Provide field support during construction, startup testing, and readiness assessments
  • Participate in Safety Work Groups
Minimum Requirements
  • Bachelor's Degree in Civil Engineering
  • 10+ years of design experience, preferably with:
    • Site layout
    • Grading
    • Drainage design
  • Ability to interpret codes, governing regulations, and industry practices related to solid waste disposal
  • Experience with engineering modeling/design tools such as:
    • Civil3D
    • MicroStation
    • Trimble Access
  • Strong writing and communication skills
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint)
  • DOE L Clearance or ability to obtain
Working Conditions
  • Work primarily in an office environment supporting environmental restoration projects
  • Field work required during design reviews, construction support, and troubleshooting
  • Must be able to work safely and effectively under schedule-driven project demands
