Associate Chief Pharmacy Officer, Network Services
Job Summary
The Associate Chief Pharmacy Officer (ACPO) leads and approves enterprise-wide programs, policies, and strategic initiatives across the organization and health system for Network Oncology & Infusion Services. Establishes and independently approves short- and long-term strategy for the assigned business unit, with full accountability for operational, financial, and regulatory performance across all sites. Exercises autonomous authority over resource allocation, capital planning, and multi-site budget management within the unit.
Collaborates with the Chief Pharmacy Officer (CPO) and other ACPOs to align strategy with enterprise priorities while maintaining governance and decision-making authority within the assigned business unit. Leads system-wide standardization efforts and ensures achievement of strategic objectives across sites.
This includes oversight of oncology and infusion medication use processes, clinical pharmacy services, investigational drug support, ambulatory and home infusion integration, retail alignment within cancer programs, and site-of-care strategy development.
May serve as Pharmacist in Charge (PIC) for licensed ambulatory pharmacy facilities and may serve as a Post Graduate Year 2 (PGY2) Residency Program Director for Oncology.
1) MEDICAL CARE AND PATIENT RESPONSIVENESS
- Represents Oncology & Infusion Pharmacy Services in interactions with Health System leadership, oncology clinical leadership, community organizations, regulatory agencies, and external partners through enterprise committees and governance structures.
- Establishes system-wide standards for oncology and infusion pharmacy service delivery and coordinates enterprise-level problem-solving efforts with providers to ensure quality, safety, efficacy, and consistency of care.
- Ensures oncology and infusion pharmacy services are responsive to patients, caregivers, and clinical teams by setting expectations and accountability structures that promote timely, compassionate, and patient-centered care.
- Oversees quality assurance and performance improvement programs for oncology and infusion pharmacy services, ensuring identification, escalation, and resolution of complex quality, safety, and compliance issues.
- Ensures continuity of oncology and infusion pharmacy operations across inpatient, outpatient, ambulatory, and home settings through coordinated clinical, technical, and administrative support.
- Develops, approves, and enforces departmental policies, procedures, goals, and objectives aligned with Health System strategy, Pharmacy & Therapeutics principles, and regulatory requirements.
2) COMMUNICATION
- Establishes enterprise communication structures to ensure alignment, transparency, and shared accountability across oncology and infusion pharmacy services.
- Exercises sound judgment in advising executive leadership, administrators, and department leaders on strategic, operational, financial, and clinical issues related to oncology and infusion services.
- Provides timely, accurate, and effective written and verbal communications that present analysis, recommendations, and alternatives for complex system-level decisions.
- Maintains current knowledge of oncology pharmacy practice, healthcare delivery trends, and Health System initiatives and contributes expertise across internal and external forums.
3) STAFF DEVELOPMENT AND EMPLOYEE RELATIONS
- Establishes enterprise workforce standards and leadership expectations for oncology and infusion pharmacy services.
- Administers Health System administrative and personnel policies through executive oversight, ensuring consistent and equitable application across services and sites.
- Managing Relationships: Builds and maintains effective relationships with patients, caregivers, subordinates, peers, and executive leadership based on mutual respect and trust. Leads complex conflict resolution and collaborative decision-making across multidisciplinary stakeholders.
- Provides executive oversight of role design, job descriptions, and performance management systems to ensure alignment with organizational priorities and evolving oncology service models.
- Establishes leadership development, succession planning, and talent management strategies for oncology and infusion pharmacy services.
- Provides executive guidance and coaching to senior leaders and managers to promote teamwork, accountability, and effective change management.
- Recruitment and Retention: Leads recruitment strategies and ensures leadership accountability for workforce engagement, development, and retention.
4) LEADERSHIP
- Serves as a role model through leadership practices demonstrating integrity, accountability, and enterprise stewardship.
- Promotes collaboration and alignment across oncology, infusion, ambulatory, home infusion, and inpatient pharmacy services to support Health System objectives.
- Maintains an open and accessible leadership approach with demonstrated responsiveness, flexibility, and support during periods of organizational change.
- Participates actively with executive peers in addressing Health System-wide initiatives, cancer service line strategies, and interdepartmental coordination.
- Demonstrates sound decision-making through comprehensive analysis of clinical, financial, regulatory, and operational impacts.
5) PLANNING
- Identifies enterprise resource needs, operational risks, and shifts in oncology and infusion clinical and technological trends and develops strategic plans to address them.
- Assesses system-wide service demand and directs staffing models, site-of-care optimization, space utilization, and infrastructure planning across campuses.
- Establishes and evaluates standardized work-system designs, operational frameworks, and clinical protocols to enhance productivity, safety, and consistency.
- Leads the development and evaluation of long-term plans for oncology and infusion pharmacy operations, services, and program growth.
6) FINANCIAL MANAGEMENT
- Develops and oversees operating and capital budgets for oncology and infusion pharmacy services and monitors financial performance to ensure compliance with approved plans.
- Assesses productivity and directs workflow redesign initiatives to improve efficiency, quality, and pharmacoeconomic outcomes.
- Leads participation in Health System-wide cost containment, value-based care, and site-of-care optimization initiatives.
- Identifies and advances revenue enhancement opportunities, alternative funding sources, and service expansion strategies aligned with enterprise priorities.
7) PROFESSIONAL DEVELOPMENT AND CLINICAL EXPERTISE
- Maintains executive-level knowledge of oncology and infusion pharmacy practice, healthcare delivery trends, and reimbursement systems.
- Ensures compliance with California and federal regulations including pharmacy licensure, sterile compounding standards, DEA, FDA, TJC, and CDPH requirements.
- Guides adoption of pharmacy information systems, automation, analytics, and emerging technologies to support safe, efficient, and scalable oncology care delivery.
- Anticipates and prepares oncology and infusion pharmacy services for emerging roles, regulatory expectations, and evolving models of care across UCSF Health.
The final salary and offer components are subject to additional approvals based on UC policy. Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement. The salary range for this position is $213,200 - $518,400 (Annual Rate). Department Description The Department of Pharmaceutical Services at UCSF has long been nationally recognized as one of the founding fathers for clinical pharmacy services, which was established in 1965. Today, the department continues to lead the profession through the integration of advanced technology & robotics, comprehensive pharmaceutical care and clinical services.
The Department of Pharmacy includes approximately 600 FTE and an annual operating budget of over $1 billion (see below for more detail.) The Department provides services at Parnassus, Mission Bay, Benioff Oakland, Owens, Mt. Zion, St. Mary's and Saint Francis as well as multiple ambulatory and outpatient locations and working with affiliates and in inpatient and outpatient settings.
Required Qualifications
- Doctor of Pharmacy degree (Pharm D) or equivalent training.
- Post grad 2 In Pharmacy Practice or hospital administration, or equivalent experience.
- Registered Pharmacist in the State of California
- Seven years of experience with 5 years in a leadership role
- Highly advanced knowledge and applied background in Pharmacy practice. Extensive business knowledge in systems planning and change management with comprehensive understanding of the organization and functional area.
- Extensive knowledge of relevant pharmaceutical protocols including medicine storage, safety, and patient privacy and treatment. Advanced knowledge of state and national regulatory agency guidelines and state and federal laws related to pharmacy operations.
- Highly developed leadership skills to oversee multiple functions through subordinate managers, appropriately granting autonomy while knowing when to intervene.
- Advanced strategic development skills to collaborate with senior management across the organization to implement strategic initiatives and long term projects. Skills in establishing and implementing customer service standards.
- Ability to streamline systems and design processes to improve efficiency of pharmacy unit operations.
- Interpersonal skills to establish and maintain effective relationships and work collaboratively with others Ability to manage conflict and resolve sensitive, impactful situations.
- Critical thinker with advanced analytical abilities to identify and solve complex problems.
- Advanced verbal and written communication. Highly developed negotiation, persuasion and presentation skills.
- Advanced user of clinical documentation programs and pharmacy database technology. Knowledge of alternative industry computer application programs in the industry and ability to identify technological inefficiencies and implement improvements to the pharmacy's use of information technology.
Preferred Qualifications
- Highly advanced knowledge of medical center, HR and UC policies and processes.
License/Certification
- Registered Pharmacist in the State of California
