The Director of Human Resources & Organizational Development plans, directs, organizes, coordinates, and evaluates the overall employment and development-related strategies for the Clerk of Superior Court, including full employment life cycle and personnel-related activities in accordance with applicable Maricopa County and State Judicial policies, procedures, and current federal, state, and local laws, statutes, and regulations. This is an executive management level classification that exercises considerable initiative and judgment in carrying out assignments.The Director oversees and serves as the appointing authority for the department and is responsible for managing the department's overall activities, including formulating and administering Clerk of Superior Court policies. We Require
- Eight years of professional administrative experience, which includes four years of supervisory and/or managerial experience
- Bachelor's Degree in Human Resources, Organizational Development, Business Administration, Public Administration, or a closely related field
- An equivalent combination of post-secondary education and/or job-related experience may substitute for the required education or experience on a year-for-year basis

- Master's Degree in Human Resources, Organizational Development, Business Administration, Public Administration, or a closely related field with demonstrated experience in both HR and OD
- Certifications at a Senior level through a recognized governing body, such as a SHRM-SCP or HRCI SPHR.
Job Contributions
- Provide leadership for, and direction of, COSC HR and OD related continuous improvement activities and practices, policies, and programs, and assure consistency in application and administration
- Make significant decisions on behalf of the organization in accordance with statutes, rules, and policies
- Advise Elected Clerk of Court, Executive team, and leadership on human resources and organizational development issues, policies, and practices, and assist management with the interpretation and correct application of County and Judicial policies, procedures, laws, rules, and regulations as they apply to the Clerk's office.Coach and develop Administrators to build strong, engaged, high-performing teams.
- Oversee essential functions such as talent acquisition, employee and labor relations, performance management, compliance, organizational development, training, and development initiatives, and collaborate with leadership to promote a positive and inclusive workplace culture
- Provide expertise to the Executive team and department leadership in resolving high-level, sensitive issues, including defining and achieving goals for attracting, retaining, and maximizing the performance of our talent
- Provide leadership for departmental and organizational short- and long-term goals and needs. Analyze future needs and develop effective implementation strategies
- Analyze a variety of complex and diverse issues to achieve resolution, providing assistance and guidance to the Clerk of the Superior Court
- Represent COSC in interactions with the community, local, state, and federal agencies, legislative bodies, professional organizations, other county departments, and the public
- Direct the day-to-day operations of the department through subordinate managers
- Oversee the review, analysis, and compliance with applicable Federal and State laws, related Judicial requirements, Maricopa County policies, and legislation that impacts Human Resources activities.Develop and implement consistent, fair personnel policies that comply with the above and reflect the management philosophy and culture.Monitor the changes above and advise the elected official and executive team of potential conflicts
- Stay informed of current issues, best practices, and trends in human resources to ensure efficient and effective COSC operations
- Ensure superior customer service, integrity, and commitment to innovation, efficiency, and fiscal responsibility
- Oversee the preparation and management of two department budgets
- Identify opportunities for technological advancement to enhance related systems
Working Conditions
- Work is primarily performed in an office setting that consists of a high-volume and fast-paced environment with long periods of sitting while completing computer activities
- Ability to travel to and from job-related locations during a scheduled workday, subject to County policies regarding the use of County vehicles and/or private vehicles on County business
