New Hanover County is seeking an experienced Human Services Program Manager for the Economic Services unit of the Department of Social Services. This position oversees programs that offer state and federal aid and assistance to County citizens, specializing in Food and Nutrition Services, Childcare, WorkFirst, Family Assistance, and Energy Programs.
The ideal candidate will effectively lead and manage the performance of dynamic teams while fostering accountability and growth. They will demonstrate strong interpersonal and communication skills, building collaborative relationships with internal units, supervisors, departments, and community stakeholders. This individual will be adaptable, solutions-oriented, and able to balance competing priorities while maintaining a focus on high-quality service delivery.
Essential Duties:
- Oversee program operations, ensuring compliance with agency, state, and federal eligibility regulations
- Analyze policy impacts and implement process improvements affecting clients and staff
- Support budget development through reporting, workload analysis, and funding monitoring
- Supervise and support staff by providing guidance, training, and issue resolution
- Build and maintain partnerships with community organizations and represent the department in meetings and committees.
Additional responsibilities include assisting in developing and evaluating program goals and objectives; coordinating community outreach and public education efforts; responding to media and stakeholder inquiries; serving as a liaison during audits; ensuring staff have the tools and resources needed to deliver services effectively; and maintaining consistent attendance in alignment with county scheduling requirements.

Hours:
8:00 AM - 5:00 PM, Monday - Friday.
Must be available to report for emergency work assignments during emergency situations.

Salary Information:
The
hiring range
for this position is
$62,126 - $87,000 plus a competitive benefits package.
Salary will be determined based on qualifications, internal equity, budget, and market considerations.

Qualifications
-
Minimum Qualifications Bachelor's Degree in a Human Services field and five (5) years of progressively responsible experience in human services or economic services, including two (2) years of supervisory experience; or an equivalent combination of training and experience sufficient to successfully perform the essential duties of the job such as those listed above. Relevant experience may substitute for degree requirements. Desired Qualifications
- Strong knowledge of North Carolina Economic Services programs, including Food and Nutrition Services, and relevant state and federal regulations.
- Experience with budgeting, reporting, data analysis, and program evaluation (including NC FAST)
Additional Preferred Skills:
- Experience analyzing policy impacts and implementing changes; preparing detailed reports and monitoring funding; and using data to inform decision-making and improve program outcomes.

Valid North Carolina Driver License required by first date of employment with good driving record.
