Position Summary

The Technical Cloud Program Manager, serves as the execution lead for all Task Order activities, responsible for planning, managing, and delivering program management and technical support services in alignment with FAA objectives. This role operates as the primary interface between the Contractor and FAA AIT leadership (AIF-400) and functions as a trusted execution partner to ensure coordinated delivery across FAA stakeholders, a large system integrator, and supporting vendors.

The position emphasizes structured program execution, stakeholder alignment, and risk-controlled delivery across a complex, multi-cloud environment supporting mission-critical FAA systems.

What will you do in this role?

Program Execution and Oversight

  • Lead the planning, management, and execution of all Task Order activities, ensuring alignment with FAA priorities, schedules, and performance expectations
  • Establish and manage a Contractor Program Management Office (PMO) to support coordinated delivery across all task areas
  • Ensure all services and deliverables are executed in a timely, controlled, and predictable manner, consistent with Task Order requirements

Government Interface and Stakeholder Coordination

  • Serve as the primary point of contact to FAA leadership, including AIF-400 stakeholders, Contracting Officer (CO), Contracting Officer's Representative (COR), and Technical Point of Contact (TPOC)
  • Facilitate clear, timely, and effective communication across:
  • FAA organizations
  • System integrators supporting cloud services
  • Vendors and supporting partners
  • Support FAA leadership in coordinating priorities, resolving issues, and maintaining alignment across stakeholders

Multi-Cloud Program Integration

  • Provide leadership across a multi-cloud environment, including AWS, Azure, and emerging CSP platforms
  • Coordinate activities related to:
  • Cloud onboarding and migration efforts
  • Architecture alignment and deployment support
  • Integration across cloud, on-premises, and colocation environments
  • Ensure seamless coordination between FAA, cloud service providers, and system integrators

Financial and Program Performance Management

  • Oversee program financial tracking, including:
  • Burn rate monitoring
  • Budget execution and projections
  • Invoice validation and financial reporting
  • Ensure alignment between program performance, funding availability, and execution plans
  • Provide leadership in identifying cost efficiencies and optimizing resource utilization

Risk, Issue, and Performance Management

  • Proactively identify program risks and develop mitigation strategies to ensure successful outcomes
  • Lead issue resolution efforts, ensuring rapid escalation and coordinated response across stakeholders
  • Maintain visibility into program performance through structured reporting and performance tracking

Governance and Continuous Improvement

  • Support FAA governance processes and ensure adherence to enterprise standards, policies, and procedures
  • Drive continuous improvement initiatives, including:
  • Process optimization
  • Automation opportunities
  • Enhanced delivery efficiency
  • Provide recommendations to improve program execution and overall service delivery

Support to Large System Integrator Environment

  • Coordinate closely with the FAA's cloud system integrator to ensure:
  • Alignment of program activities
  • Integration of technical and operational efforts
  • Consistent execution across delivery teams
  • Provide structured oversight to ensure integrator performance aligns with FAA expectations

What do you need to succeed in this role?

  • Bachelor's degree in Science, Technology, Engineering, Mathematics (STEM), or related discipline (required)
  • Master's degree or higher (preferred)
  • Minimum of 10 years of relevant experience, including:
  • At least 5 years leading cloud-based programs in complex environments
  • Demonstrated experience managing enterprise-scale programs involving multiple stakeholders and vendors
  • Experience supporting or working within federal or highly regulated environments
  • Proven experience coordinating with large system integrators and multi-vendor teams

Certifications

  • Project Management Professional (PMP) or equivalent certification (required)
  • Program Management Professional (PgMP) (preferred)
  • Cloud certifications such as:
  • AWS Certified Solutions Architect (Associate or Professional)
  • Microsoft Azure Solutions Architect Expert
    (preferred and strongly aligned to role expectations)

  • Strong program execution and organizational leadership skills
  • Ability to manage complex, multi-stakeholder environments with competing priorities
  • Deep understanding of multi-cloud environments and cloud service delivery models
  • Strong analytical and problem-solving capabilities
  • Excellent communication skills, with the ability to translate complex technical concepts into clear, actionable insights
  • Ability to operate effectively in a high-visibility, high-demand environment requiring responsiveness and discretion

In compliance with this state's pay transparency laws, the maximum salary range for this position is $220,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
