Program Manager - Office of the CIO (OCIO)
The Office of the CIO (OCIO) is seeking a highly skilled
Program Manager to lead and drive complex enterpriselevel initiatives across the organization. This role will orchestrate crossfunctional programs that advance strategic technology, operational maturity, and organizational transformation.
Success in this position requires exceptional
change management,
organizational communication, and
stakeholder engagement capabilities. The Program Manager will partner closely with leaders across Technology, Operations, and corporate functions to ensure programs are executed effectively, risks are anticipated, and outcomes are delivered consistently.
Key Responsibilities Enterprise Initiative Leadership
- Provide program strategy, structure, and governance for enterprisewide initiatives under the OCIO.
- Ensure alignment with IT and business strategic priorities while enabling scalable processes and solutions.
Change Management & Communications
- Develop and execute change management strategies to support organizational adoption of new technologies, processes, and operating models.
- Create and manage comprehensive communication plans to ensure clarity, transparency, and engagement across stakeholder groups.
- Serve as a trusted advisor on organizational readiness, risk mitigation, and stakeholder impacts.
Program Execution & Delivery
- Build program plans, timelines, dependencies, KPIs, and reporting to ensure disciplined execution.
- Coordinate across business units, technical teams, and executive leaders to maintain program momentum and resolve roadblocks.
- Prepare highquality program materials including executive briefings, dashboards, and status reporting.
CrossFunctional Collaboration
- Lead multidisciplinary teams to achieve program goals and integrate workstreams.
- Partner with Communications, HR, Technology, and Operations teams to ensure programs are cohesive and sustainable.
Governance & Accountability
- Establish program governance models, decision frameworks, and prioritization mechanisms.
- Track performance, identify risks, and develop mitigation strategies to ensure program success.
Qualifications Education
- Bachelor's degree in Information Technology, Business, Communications, or related field.
- Advanced degree preferred.
Certifications
- PMP, Prosci, or equivalent program/change management certification strongly preferred.
Experience
- 10+ years in enterpriselevel program or project management.
- Demonstrated success leading large, crossfunctional initiatives in complex environments.
- Proven experience with organizational change management and strategic communications.
Skills
- Exceptional communication and interpersonal skills, with strong executive presence.
- Strong analytical, strategic planning, and problemsolving abilities.
- Ability to influence without authority and build strong stakeholder relationships.
- Demonstrated ability to thrive in a fastpaced, dynamic environment.
Clearance Requirement:
