Job Description:

Important to note before you submit: this role is more of a lead/oversight/guidance role vs hands-on Cloud Architecture. This is more of The FAS Solution / Cloud Architect serves as a technical lead responsible for overseeing, governing, and guiding a new Fiscal Agent Services (FAS) technology solution that supports the Medicaid enterprise system and its business operations. This role works closely with business stakeholders, program leadership, vendors, and technical teams to ensure solutions align with Medicaid Program goals, federal and state regulations, enterprise architecture standards, and modernization initiatives.

Key Responsibilities:

  • Oversee and guide technical implementation of a new Fiscal Agent Services module, as part of the Medicaid Enterprise System (MES) system.
  • Ensure solutions align with CMS (Centers for Medicare & Medicaid Services) guidelines, MITA maturity goals, interoperability standards, and federal modularity requirements.
  • Lead architectural reviews, assess solution implementation, and ensure alignment with enterprise architecture and technical policies.
  • Evaluate system integration needs across modules such as Eligibility and Enrollment, Provider Services, ThirdParty Liability, Pharmacy, and Data Warehousing.
  • Provide architectural guidance for system interfaces, data exchange standards, APIs, security models, and cloud adoption strategies.
  • Develop architectural artifacts such as logical and physical diagrams, data flow documentation, integration patterns, and technical roadmaps.
  • Collaborate with cybersecurity teams to ensure compliance with NIST, HIPAA, state security policies, and other applicable controls.
  • Participate in governance processes, review change requests, and ensure solutions are sustainable and maintainable.
  • Provide leadership and guidance to project teams, business analysts, developers, and external partners throughout the solution lifecycle.

Skills:

  • Proficiency in architectural modeling, data management concepts, and security best practices - Required 10 Years.
  • Excellent communication and stakeholder engagement skills, including the ability to explain technical concepts to non-technical audiences - Required 10 Years.
  • Experience collaborating with vendors, system integrators, and multidisciplinary teams - Required 10 Years.
  • Considerable experience with cloud platforms (Azure, AWS, or equivalent) - Required 10 Years.
  • Experience designing or supporting large scale healthcare or government IT systems, preferably Medicaid or MES modules - Highly desired 10 Years.
  • Strong understanding of MITA framework and federal interoperability requirements - Highly desired 10 Years.
  • Considerable knowledge of emerging and traditional technologies such as: Node.js, Java, Angular, React, Python, REST, JSON, XML, X12, FHIR, HTML5 - Highly desired 10 Years.
  • Considerable knowledge of databases, ETL tools, relational databases, SharePoint, X12, and legacy programming - Highly desired 10 Years.
  • Knowledge of enterprise integration, service-oriented architecture, APIs, cloud computing, ETL and modular system design - Highly desired 10 Years.
  • Prior work with Medicaid Management Information Systems (MMIS) or Medicaid Enterprise Systems (MES) - Highly desired 8 Years.
  • Relevant certifications such as AWS/Azure Architect, or equivalent - Highly desired 8 Years.
  • Experience in state government, public sector consulting, or large enterprise architecture roles - Nice to have 8 Years.
  • If selected, role requires 2 days on site with other days on site for in person meetings as needed. For this reason, local Richmond area candidates preferred. If not directly in Richmond then they MUST be within 1 hour's drive (not flight) from Richmond due to the on site requirements. We expect that you will be confirming this on your side with the candidate before you submit them (no need to upload their DL). Is your candidate in RVA OR within 1 hour's drive of RVA?   • Experience designing or supporting large scale healthcare or government IT systems, preferably Medicaid or MES modules is DESIRED. Does your candidate have this desired experience and if so is it clearly reflected on their resume?   • Initial Virtual (TEAMS) interviews will be conducted but manager reserves the option to do a follow up IN PERSON interview if they deem necessary. Please confirm your candidate is aware and agrees to this arrangement.
