JOB SUMMARY The Quality Control Specialist is responsible for conducting quality control reviews, SEMAP performance monitoring, and other quality-related activities. Trains staff on performance metrics, regulatory and programmatic requirements. Perform tasks and assignments to meet operational needs and objectives.
DUTIES AND RESPONSIBILITIES
- Conducts all work activities in a manner that supports achievement of Section Eight Management Assessment Program (SEMAP), contractual standards, and/or other performance measures as required.
- Maintains a comprehensive understanding of program regulations, federal guidance and notices, PHA policy and procedures.
- Utilizes automated systems including the system of record, Quadel proprietary software, rent reasonableness systems, HUD PIC/EIV, Microsoft Office (especially Excel) and others as needed, to conduct quality activities.
- Conducts quality control file reviews and quality activities in conformance with prescribed procedures and regulations.
- Conducts regular on-going SEMAP confirmatory reviews of all SEMAP indicators; reports performance, makes recommendations for improvements and forecasts performance metrics to achieve SEMAP points throughout the FY.
- May design and/or assist in the development of training tools, procedures, and job aids that enhance staff knowledge, comprehension and application.
- Confirms error corrections in the relevant systems.
- Assists management and corporate personnel in providing feedback about quality issues and observations.
- Assists with preparation and support of independent program reviews.
- Assists with accurate and timely HUD PIC system reporting and maintenance.
- May process transactions including new admissions, reexaminations, portability and moves.

QUALIFICATIONS
- Two years of college, business or technical school at an accredited educational institution. Experience beyond the minimum may be substituted for all or part of the educational requirement.
- Experience and/or background in quality assurance, auditing or similar activities desired.
- Must obtain required certifications within specified timeframes.
- Knowledge of the HCV program requirements, policies, or procedures, strongly preferred.
- Strong computer skills.
- Excellent organizational, analytical, and math skills required.
- Good Oral/Written Communication skills a must.
- Proven ability to interact and work with a diverse group of people.
- Ability to maintain information, complete reports, and utilize computerized systems.
- Ability to effectively communicate verbally, individually and in groups, with internal contacts, tenants, property owners, and other external contacts as appropriate.
- Ability to work in a high volume, deadline driven environment.
- Proficiency in written and spoken English is required to effectively communicate with customers, team members, and management.
- Professional working proficiency in Spanish/Creole a plus.
