Job Description
An intelligence and law enforcement organization within the national capitol region is in immediate need of a program manager for a large, 50-person services contract.


The Program Manager is responsible for the overall execution of the contract, serving as the primary point of contact with the Government Contracting Office, the Contracting Officer's Representative (COR), and Government management personnel.


The Program Manager oversees all technical and managerial aspects of contract performance, including implementation, technical assistance, and life-cycle support of all supported SSC programs.


This role requires strong leadership, strategic planning, and the ability to manage a multidisciplinary team to achieve program objectives.


The Program Manager will also be responsible for identifying opportunities for program growth and ensuring the successful integration of all program segments and services.


JOB DUTIES AND RESPONSIBILITIES


  • Team Leadership: Direct and coordinate a diverse team of analysts and technical specialists, establishing clear expectations, monitoring performance, and fostering professional development across all program personnel.
  • Operational Oversight: Manage day-to-day operations including workforce scheduling, leave approval, telework coordination, shift coverage, and resource allocation to maintain consistent service delivery.
  • Process Standardization: Develop, document, and implement standard operating procedures, quality control measures, and workflow processes to ensure consistency, efficiency, and compliance with contractual requirements.
  • Stakeholder Communication: Serve as primary point of contact for government leadership, maintaining proactive communication, managing expectations, and ensuring alignment between contract deliverables and customer priorities.
  • Performance Management: Monitor contract performance metrics, identify performance gaps, implement corrective actions, and conduct regular team assessments to maintain high standards of quality and productivity.
  • Administrative Management: Oversee invoicing, timekeeping, expense reporting, training coordination, and other administrative functions to ensure accurate financial tracking and contract compliance.
  • Issue Resolution: Address personnel conflicts, operational challenges, and customer concerns promptly and professionally, escalating to company leadership when appropriate and maintaining detailed documentation.
  • Strategic Planning: Contribute to long-term program strategy, identify opportunities for service improvement or expansion, and support business development efforts with customer insights and relationship management.
  • Recruitment and Onboarding: Partner with corporate recruiting to identify, interview, and select qualified candidates; coordinate new hire onboarding, training, and integration into team operations.
  • Compliance and Security: Ensure adherence to all contractual terms, government regulations, security protocols, and company policies; maintain current knowledge of relevant compliance requirements and industry best practices.

Education and Years of Experience
BA/BS Degree Required

10+ of industry experience; 4+ of Program Management experience
Required Skills

  • 4+ years of program leadership experience that includes the management of tasks, people, and teams.
  • Proven expertise in the management and control of funds and resources. * Demonstrated ability to manage priorities and tasks within a federal law enforcement organization.

Preferred Skills

  • Law enforcement experience (operational or administrative) is desired * Strong organizational skills
  • Effective verbal and written communication skills between government and company stakeholders

Environmental Conditions


  • Contractor site with 0%-10% travel possible.
  • General office environment. Work is generally sedentary in nature but may require standing and walking for up to 10% of the time.
  • The working environment is generally favorable. Lighting and temperature are adequate, and there are not hazardous or unpleasant conditions caused by noise, dust, etc.
  • Work is generally performed within an office environment, with standard office equipment available. Strength Demands Light - 20 lbs. Maximum lifting with frequent lift/carry up to 10 lbs. Physical Requirements Stand or Sit; Walk; Repetitive Motion; Use Hands / Fingers to Handle or Feel; Stoop, Kneel, Crouch, or Crawl; See; Push or Pull; Climb (stairs, ladders) or Balance (ascend / descend, work atop, traverse).
