Description

The Johns Hopkins University Applied Physics Laboratory is seeking an Executive for the Global Health Mission Area (GHMA). As the Global Health (GH) Mission Area Executive (MAE), you will serve as the leader. Your key responsibilities will be to ensure that the Mission Area (MA) initiatives support the Asymmetric Operations Sector (AOS) vision to create disruptive capabilities that enable the US to shape and prevail against the ever-evolving asymmetric threat. You will ensure that the GHMA portfolio of programs and projects seeks high quality technical opportunities that provide the Global Health sponsors impactful operational capabilities to rapidly characterize and defeat naturally occurring or manmadeasymmetric threats.

As the Global Health Mission Area Executive you will...

  • Develop, communicate and execute the GHMA strategy.
  • Establish long-term effective relationships and serve as the primary interface to senior government officials who are the sponsors and key stakeholders for the MA. Ensure the MA continually develops and provides concepts in the area of Counter Chemical, Biological, Radiological, and Nuclear (CBRN) Threats, Health Protection and Assurance and Warfighter Health and Readiness.
  • Contribute to the overall vision and strategy development for the Sector and the Laboratory as a member of the AOS Strategic Advisory Team and the Laboratory's Executive Leadership Team. Participate in sector-level strategic and operational planning and prioritization functions, and oversee the execution of assigned priorities.
  • Manage and lead all programs assigned to the GHMA and ensure goals and objectives for programs are effectively aligned with those of the MA, Sector, and Laboratory. Ensure the quality, risk mitigation, appropriateness, and timeliness of all tasks accomplished within the MA.
  • Consistent with the Sector and GHMA strategies, identify and provide justification for required internal investments, including IRAD, sponsor engagement, bid & proposal, overhead and capital. Provide oversight for execution and performance of all GHMA related internal investments.
  • Work proactively and collaboratively with the AOS Managing Executive and Operational Executive to ensure adequate staffing and facility resources are in place to properly execute tasks.
  • Build and lead an effective One Team within the MA and the Sector. Serve as the senior line supervisor for staff assigned to the GHMA program office and oversee related staff hiring and development activities, including mentoring, staff development, performance coaching, compensation, and other necessary personnel actions.
  • The MAE will work with line management to ensure that we apply technical talent from across APL's 9,000-person workforce to achieve Asymmetric Operations Sector (AOS) and cross-APL objectives
  • Actively work across APL's 13 Mission Areas to fully leverage the power of One APL to bring revolutionary, affordable solutions to our sponsors across multiple government agencies.

Qualifications

You meet our minimum requirements if you have....

  • A BS degree or above in engineering, mathematics, computer science, operations research, life / physical sciences or another related discipline.
  • A minimum of 15 years of professional experience relevant to the duties as described above.
  • A demonstrated record of strong leadership success in a dynamic environment.
  • Management experience at the Program Area Manager level, Branch level, or their equivalent.
  • Demonstrated success in business development.
  • Demonstrated critical leadership competencies and personal attributes including: visionary with strategic perspective, inspirational leader, effective at change management, collaborative team player, and results-oriented.
  • Outstanding written and verbal communication skills.
  • An active Top Secret security clearance and can ultimately obtain TS/SCI level clearance. If selected, you will be subject to a government security investigation and must meet the requirements for access to Sensitive Compartmented Information. Eligibility requirements include U.S. citizenship.

You 'll go above and beyond our minimum requirements if you have...

  • An advanced degree in engineering, mathematics, computer science, operations research, life / physical sciences or related discipline.
  • 15 or more years of experience in Military or domestic health with 5 or more years spent in senior leadership roles.
  • Deep knowledge of the global health and CBRN missions in DTRA, DHS, DHA or Military Services.
  • Current knowledge of operational concepts, systems and capabilities relevant to the Global Health portfolio.
  • Knowledge of UARC roles & responsibilities.
  • Familiarity with APL programs.
  • A current TS /SCI clearance.

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance.
