At Idaho National Laboratory, you'll identify and implement environmental and radiological requirements, develop compliance policies and procedures, and interface directly with federal and state regulators during inspections and compliance reviews. You'll assess environmental risks, develop mitigation strategies, monitor regulatory changes across a broad range of applicable laws, and support facility teams in integrating compliance requirements into day-to-day work planning. Your expertise keeps Idaho National Laboratory's research programs operating safely and in good regulatory standing.

Idaho National Laboratory is hiring a Environmental Regulatory Compliance Professional to work on our Environment, Safety, Health & Quality team. Our team works a 9x80 schedule located out of our Idaho Falls facility with every other Friday off.

Essential Job Functions and Responsibilities:

  • Identify and implement environmental and associated radiological requirements to ensure compliance with DOE Orders, Federal and State regulations, and various standards (i.e., ANSI, ISO 14001, NESHAP, etc., and DOE Directives, Guides, and Handbooks).
  • Develop and implement environmental policies, procedures, and processes to ensure INL work scope is compliant. This includes the development of highly complex regulatory interpretations and resolution of potential or actual compliance issues, in consultation with legal representatives. Also, may include development of permits; collection of samples; and gathering data, calculating/modeling, and coordinating with other site contractors for the site-wide reporting to partners and/or regulatory authorities.
  • Maintain expertise in all existing regulations in the assigned area of technical competence and actively monitor for proposed changes in federal, state, and local environmental regulations which may include RCRA, CERCLA, NEPA, EPCRA, FIFRA, CAA, CWA, NHPA, SDWA, UST, TSCA, drinking water cross-connection, and radioactive waste management.
  • Present to and interface with Federal and State regulators and ISO-14001 auditors for all environmental inspections and respond to identified areas of concerns and/or non-compliances.
  • Assess environmental risk and develop required risk-mitigation strategies.
  • Monitor and evaluate the implementation of environmental requirements using assessments and/or surveillance.
  • Participate in the development, implementation, and evaluation of short and long-term plans to achieve annual goals, goals, and work standards focused on achieving INL's mission and assigned priorities.
  • May assess environmental risk and develop required regulatory documentation.
  • May perform oversight and assist in the implementation of laboratory environmental requirements, permits, agreements, and corrective actions.
  • May act as the primary point of contact (POC) for the assigned regulatory group.
  • May train junior personnel in the technical complexities of assigned tasks.
  • May perform duties related to contract management.
  • May support customers by preparing or reviewing National Environmental Policy Act (NEPA) documentation.

Facility Support and Field Work:

  • Ensure applicable regulatory requirements and company standards are identified in project and facility planning and day-to-day work control documentation and adequately implemented in the field through facility meetings, periodic walk-throughs, and assessments. Support customers by preparing or reviewing facility procedures and forms and work planning documentation.
  • Provide input to facility/project environmental goals and targets. Recommend positions on environmental issues that impact facility and project activities and be proactive and creative in the development of environmental compliance strategies.
  • Perform all assigned tasks/sampling events accurately, timely, and safely. Evaluate, select, and apply technical/scientific techniques to solve projects.

Required:

  • Level 2: Bachelors degree in a related area, preferably in science or engineering and (2) years of related experience or a masters degree.
  • Level 3: Bachelors degree in a related area, preferably in science or engineering and (5) years of related experience or a masters degree and (2) years of related experience.
  • Experience with environmental regulations, NEPA, air emission regulations.
  • This position requires the ability to obtain and maintain a Department of Energy "L" clearance, which requires US Citizenship.

Preferred experience:

  • Experience working with research & development

Special Qualifications/Training (varies depending on assignment):

  • Hazwoper 40, Radworker Basic/I/II, Heat stress, Asbestos Worker, Lead Worker, Cold Stress, Respirator, Bat Handler, Snake Handler, Subcontractor Field Representative, Specialized Vendor Training on selected instrumentation.
  • State of Idaho drinking water operator and backflow tester license.

Physical Requirements:

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and field/laboratory environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job may require operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 35 pounds. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with people is required. Job Information:

  • The pay range for this position is: Level 2 ($79,344 - $162,732) / Level 3 ($95,256 - $195,288). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.

  • Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.
  • TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
