Overview
LMI is seeking a skilled SharePoint Administrator/ Project Manager to support LMI's Department of Veteran Affairs (VA) account. The SharePoint Administrator/Project Manager will take a leading role in supporting data analytics for training initiatives under the Department of Veterans Affairs (VA)'s Institute for Learning, Education and Development (ILEAD). With expertise in project management, Microsoft SharePoint administration, and data analytics, the selected candidate will focus on enabling efficient and secure storage, visualization, and management of VA data, automating workflows, and applying advanced analytical techniques to support critical training and organizational needs. A successful SharePoint Administrator/Project Manager will be highly skilled in SharePoint management, project coordination, workflow automation, and data visualization. They will excel in designing, deploying, and maintaining collaborative solutions while ensuring compliance with regulatory requirements and security standards. A successful candidate will be detail-oriented, able to manage competing priorities, and possess strong analytical skills to translate stakeholder needs into actionable solutions. Expertise in digital transformation, user adoption strategies, and governance frameworks is highly desired. Responsibilities
Design, implement, and manage Microsoft SharePoint Online sites, including creating document libraries, lists, workflows, and dashboards for seamless collaboration and reporting.
- Develop and maintain cutting-edge data visualization solutions to support the VA in organizing, structuring, and communicating large datasets derived from training programs and program evaluations.
- Implement data management techniques and tools to ensure secure handling and visualization of complex information aligned with VA's information security and privacy requirements (VA Handbook 6500).
- Use computational tools and statistical analysis to interpret extensive datasets and generate reports to evaluate program performance, organizational effectiveness, and workforce learning outcomes.
- Provide VA stakeholder teams with user-friendly reports and dashboards that enhance decision-making capabilities, including compliance with Section 508 Chapter 2: Scoping Requirements.
- Conduct annual assessments utilizing the HPA framework to measure program efficiency and effectiveness.
- Generate comprehensive reports of HPA implementation outcomes to guide future performance objectives for training programs, data visualization initiatives, and management efforts.
- Ensure insights derived from the HPA framework inform organizational learning and development strategies, optimizing workforce education methods.
- Develop and maintain a Contractor Project Management Plan (CPMP), detailing timelines, deliverables, quality assurance procedures, reporting protocols, risk mitigation strategies, and resource allocation.
- Ensure project timelines align with VA's Veteran-Focused Integration Process (VIP) and Product Line Management (PLM) Transformation Playbook frameworks, with a focus on outcomes, governance, and continuous delivery.
- Provide weekly and monthly status reports to capture program metrics, critical updates, anticipated risks, and corrective actions.
- Collaborate with the COR (Contracting Officer Representative), Product Managers, and other VA stakeholders to coordinate project priorities and ensure quality standards.
- Document meeting agendas, minutes, and follow-up actions in accordance with VA reporting templates and requirements.
- Balance team workloads, project resources, and stakeholder expectations to facilitate timely and effective deliverables under the PWS
- Ensure program compliance with government and corporate policies and mandates, and adherence to directives from governing entities
- Successfully manage subcontract relationships, teams and contracts
- Complete administrative activities such as Project Portal updates, project setup, financial reviews, and other activities as assigned
- Perform start-up and oversight of new on-contract growth opportunities
Qualifications
- Bachelor's Degree or higher
- Microsoft SharePoint Administration Certification or documented expertise in SharePoint management, migration, and collaboration solutions
- Minimum 8 years of experience in IT project management, SharePoint administration, and collaboration solutions
- Expertise in SharePoint Online architecture, design, configuration, and administration, including creation and management of document libraries, lists, site pages, and workflows
- Proven ability to design and implement SharePoint permissions structure, ensuring data security, accessibility, and governance across multiple teams
- Experience in modernizing SharePoint sites, including migrating legacy platforms, performing content cleanup, and maintaining governance standards
- Knowledge of workflows and business process automation tools, including integration with third-party systems and applications
- Strong understanding of metadata management, version control, and governance frameworks to ensure compliance with organizational policies and procedures
- Familiarity with integrating SharePoint with Microsoft Teams for enhanced collaboration, including management of Teams-integrated document repositories, group settings, and access configurations
- Proficiency in conducting content audits, validating SharePoint structures, and ensuring alignment with best practices and organizational standards
- Ability to troubleshoot and resolve SharePoint site performance issues, configure web parts, and deliver process improvements
- Comfort with basic web standards and tools used for customizations (e.g., HTML, CSS, JavaScript, and PowerShell scripting for SharePoint**)
- Knowledge of cloud storage principles (e.g., OneDrive and Microsoft 365 applications) and their integration with SharePoint
- Experience with knowledge management platforms, SOP development, and building documentation libraries to enable accessibility and scalability
- Experience in the areas of SDLC and Agile software development methodologies
- Competence in managing site collection administration, including operation, security, accessibility, backups, and disaster recovery planning
- Excellent communication and interpersonal abilities, with proven experience engaging diverse stakeholders across functional and technical teams
- Collaborative mindset, working closely with customers, leadership, and cross-functional teams to deliver effective and scalable solutions
- Strong commitment to user adoption and training, with the ability to develop and lead educational initiatives to improve platform proficiency and usability
- Adept at problem-solving with the ability to quickly navigate complex challenges, using analytical and innovative approaches to identify solutions
- Keen attention to detail, ensuring all deliverables meet compliance, quality, and scope expectations
- Exceptional organizational skills and a deep understanding of project management best practices to manage documentation, reporting requirements, and performance tracking across multiple projects simultaneously

- This position requires a Public Trust Clearance
Preferred Experience/Skills:
- Master's degree or higher
- Active Project Management Professional (PMP) or similar certification (CSM/CSPO)
- Demonstrated experience with Human Performance Assessment and Human Centered Design principles
- Proficient with Microsoft Power Platform applications, including Power Automate, Power Apps, and Power BI, for workflow automation and actionable data visualizations
- Skilled at implementing dashboards and reporting tools for tracking key project metrics, workflows, and operational data in real-time
- Prior experience managing teams who develop data visualizations within Power BI and Power Automate
- Previous experience supporting the VA's Institute for Learning, Education and Development
- Organizational change management understanding and/or certifications preferred
- Experience working within the VA or supporting federal healthcare IT projects
- Experience working with doctorate level stakeholders
